On 25 October 2025, at approximately 0347 hours I, Deputy Morris was dispatched to [2200 BLOCK] Redwood Ln. in reference to a physical domestic. Upon arrival all parties had separated. The female half was outside. She advised that the male half grabbed her around the throat with both hands and got on top of her. The two were separated by parties on scene, and the female went to sit in a vehicle in the parking lot.
The male then came to the parking lot after approximately 30 minutes and struck her in the face causing a laceration below her right eye and above her right brow. She stated that he then grabbed he by the throat and compressed her airway causing difficulty to her breathing and causing her to fear for her safety. She stated that the male then went inside, retrieved her iPad and threw it into the parking lot destroying it.
Statements were gathered from the suspect, victim, and 2 witnesses. All parties were interviewed.
It was determined that the victim moved into the apartment on Tuesday (21 October 2025), and that the suspect and victim currently resided together.
The suspect was placed under arrest for Aggravated Assault (FV) (O.C.G.A. 16-5-21), Battery (FV) (O.C.G.A. 16-5- 23.1), and Criminal Damage (FV) (O.C.G.A. 16-7-23). He was secured in double locked handcuffs behind his back which were checked for tightness and fit. He was secured with a seatbelt in the rear of my patrol vehicle for transport, and taken to the Oconee County Jail, where he was turned over to jail staff.
Warrants for Aggravated Assault (FV) (O.C.G.A. 16-5-21), Battery (FV) (O.C.G.A. 16-5-23.1), and Criminal Damage (FV) (O.C.G.A. 16-7-23) were presented via the e-filing warrants system. The warrants were signed and left in the care of the court.
The victim, [VICTIM #1] stated that she and Justin Williams began arguing because she changed the passcode for Williams’ phone in an attempt to prevent him from contacting his “drug dealer”. She stated that they began physically fighting and Williams grabbed her by the throat constricting her airway. She stated that [WITNESS #1] and [WITNESS #2] were able to pull Williams off of her and that she was taken to [WITNESS #2]’s truck while Williams calmed down.
She stated that Williams came outside approximately 30 minutes later struck her in the face with an open hand causing a laceration to her face above her right brow and under her right eye. She stated after striking her he then choked her again. She stated he then went into the apartment and threw hew iPad into the street destroying it. The iPad appeared to have been cracked in half before it was thrown. [VICTIM #1] declined medical treatment. Photographs were taken of her facial injuries, her neck, and the status of the apartment.
[WITNESS #1] provided an identical statement to [VICTIM #1]. She additionally stated that there is a history of violence between [VICTIM #1] and Williams. She stated that she has witnessed Williams strike [VICTIM #1] on multiple occasions in the past.
[WITNESS #2] (a friend of Williams) stated that he witnessed Williams go to the vehicle and strike and strangle [VICTIM #1].
Justin Williams stated that he was attacked by [VICTIM #1] and was bit on the shoulder and scratched under his right arm. He stated that he told [VICTIM #1] to leave because she had locked him out of his phone. He stated that he attempted to throw her out. He stated that once he got her outside he did not know what happened to her. I asked Williams if [VICTIM #1] resided there, and he stated that she moved in on Tuesday and their plan was for her to stay there until they could both move to the Statesboro area when the next semester started.
Given the testimonial evidence from all parties, physical injuries, and damaged property Williams was determined to be the primary aggressor for the incident and was placed under arrest for Aggravated Assault (FV), Battery (FV), and Criminal Damage (FV).
