[NARRATIVE #1 on October 16, 2025]

On Thursday, October 16th, 2025, I, Dep. Lariscy, responded to an accident in the area of 5861 Macon Highway in reference to a vehicle accident. Dispatch informed me that this would be a hit-and-run. On arrival, I met with the victim.

The victim explained he was driving south on Macon Highway. The victim observed a transfer truck stopped in the north bound lane with its blinker on indicating it was waiting to make a left turn into the business of Houseman Services. The victim stated that a gray sedan, either a Toyota or Honda, then entered his lane of travel from the north bound lane and struck the front left side of his vehicle. The suspect vehicle then continued to drive away and did not return to the accident scene at any point and time.

While obtaining the statement from the victim, the transfer truck driver arrived at the scene and corroborated the victim’s statement. The witness was able to provide a tag number for the suspect vehicle. The witness stated the vehicle was being driven by a black male driver with short hair.

Prior to this call Cpl. Argueta and I were discussing a previous call in a parking lot at Watkinsville First United Methodist Church off of New High Shoals Rd. While there, we observed a gray Honda Accord pull into the parking lot. A tall, bearded black male driver exited the vehicle and looked at the front of the vehicle. I noted that it looked like the front bumper was missing to Cpl. Argueta. The driver then exited the parking lot and turned left onto New High Shoals Rd.

I provided the victim a case number card and informed him I would be completing an accident report and explained the process of obtaining the report upon its completion.

I provided dispatch with the suspect vehicle’s tag information. The vehicle’s registered owner returned with a phone number attached to the GCIC/NCIC return. I was able to speak with the vehicle’s registered owner. She stated that she was not currently in the vehicle at that time as she was at work. She believed it was possibly one of her two sons driving the vehicle. The registered owner was able to provide me with her sons’ names and birthdays. With this information, I was able to see the driver’s license photo, and it matched the description of the male Cpl. Argueta and I observed in the church’s parking lot.

Warrants are awaiting approval through the Oconee County Magistrate court for OCGA 40-6-270 (Hit and Run), OCGA 40- 6-48 (Failure to Maintain Lane), and OCGA 40-6-46 (No Passing Zones).

[NARRATIVE #2 on October 24, 2025]

On Friday, October 24th, 2025, I, Dep. Lariscy, responded to the Oconee/Morgan county line. The meet up was in reference to meeting with Morgan County Sheriff’s Deputies who had the suspect, Keymondre Monfort, detained on this case number’s warrants. I made contact with the deputies who turned Monfort over to my custody. I told laced handcuffs on Monfort and searched him incident to arrest.

While putting Monfort in the rear passenger seat of my patrol vehicle, he stated “I feel like you have seen me before”. I stated “the church”. He stated “yes sir, that was me”. Monfort confirmed he was indeed the gentleman that Cpl. Argueta and I had observed in the parking lot of the church.

I transported Monfort to the Oconee County Jail. I served him with the warrants I had filed on him. OCGA 40-6-8 (Failure to Maintain Lane), OCGA 40-6-270 (Hit and Run), OCGA 40-6-36 (Improper Passing).

Monfort was turned over to jail staff.
