On May 1st, 2026, at around 10:29 pm, I was driving my marked Oconee County Sheriff’s Office patrol car southbound on Macon Highway approaching the intersection with Crystal Hills Drive when I saw a black KIA Forte GA temporary tag [REDACTED] traveling southbound ahead of me. I saw the tag light of the Forte was not functioning properly. The tag light repeatedly flickered and even shut off. This prevented the tag from being clearly visible from 50 feet away as is required by law.

I activated my overhead blue emergency lights and stopped the Forte. I approached the driver’s window where I spoke with the driver and sole occupant, Quanjuana Hamilton. Hamilton provided me with her Georgia driver’s license and told me that she was aware of the issue with the tag light. While speaking with Hamilton, I could smell a strong odor of Marijuana coming from the Forte. Hamilton denied having any Marijuana inside the Forte, but admitted to smoking Marijuana about 20 minutes ago. Hamilton insisted that she did not feel high, and was not feeling the effects of the Marijuana she had smoked. I had Hamilton get out of the Forte and walk back to my patrol car. I searched her person and did not find any contraband. I had Hamilton sit in the back seat of my patrol car.

I searched the Forte and I found a small bag of Marijuana on the front passenger floorboard mixed into some shoes. I also found a Marijuana cigarette in the center console. The Marijuana cigarette tip was burned, and it was warm to the touch. It appeared that Hamilton had been recently smoking this cigarette and hidden it in the center console. In the driver’s door panel pocket, I found a folded one-dollar bill, a folded ten-dollar bill, a cut red straw with drug residue inside it and half of a pill. When I unfolded the two bills, I found drug residue inside them. I went back to Hamilton and spoke with her again.

I read Hamilton the Miranda Advisement, and she told me that she understood her rights. Hamilton admitted that pill and drug residue in the door panel was Percocet. She has been using Percocet for the last few years. She crushes the pills and snorts them because it makes her feel good. She claimed that she last snorted some Percocet about 5 hours ago. Hamilton told me that she knew about the tag light issue as she had been stopped by a police officer a few days prior, and he told her about the issue.

Based on Hamilton’s admission to snorting Percocet and smoking Marijuana prior to driving, I read Hamilton the Implied Consent Notice for suspects over the age of 21. Hamilton agreed to provide a sample of her blood for state administered testing. At her request, we contacted her mother, who responded to pick up the Forte.

I transported Hamilton to St. Mary’s Healthcare System where we met with Phlebotomist [REDACTED]. Hamilton signed the hospital consent form and Phlebotomist [REDACTED] drew two samples of Hamilton’s blood. Phlebotomist [REDACTED] sealed these samples into a GBI Blood Alcohol Toxicology Kit, and I collected the sealed kit. I transported Hamilton to the Oconee County Jail where she was booked in without further incident.

I issued Hamilton citations for DUI-Drugs, and possession of less than 1 ounce of Marijuana. I later obtained a warrant for Hamilton for possession of a schedule II-controlled substance from the Clerk of the Courts. All of the evidence in this case was booked into evidence at the sheriff’s office using evidence locker #10.
