Officer’s Narrative:

Upon arrival, I spoke with [WITNESS #1]. [WITNESS #1] stated that at approximately 18:14 hours, his daughter, Amara Releford, was being unruly. When asked how his daughter was being unruly, he stated he was attempting to do some school work when Amara began playing loud music, cussing towards him, and hitting the floor. He stated he went downstairs to avoid a confrontation and called law enforcement.
While speaking, [WITNESS #1], Amara walked into the living room. She interrupted my conversation with [WITNESS #1], stating that he abuses her. I told Amara I would speak with her once I was done speaking with her father; however, she continued to interrupt. Once I finished speaking with [WITNESS #1], I then asked Amara how [WITNESS #1] abused her. Amara was unable to provide a proper explanation and stated he abused her with “physical words”.
I advised [WITNESS #1] that I could complete a Children in Need of Services Complaint Form (CHINS). I, along with Deputy Hernandez (1314), walked back to our patrol vehicles so I could complete the form. However, while filling out the CHINS form in my vehicle, I was advised via Paulding Dispatch that they received a call from Amara stated she had run away from the incident location and was at the neighboring house, [80 BLOCK] Landing Ct.
We quickly exited our vehicles and went back inside the house. We then asked [WITNESS #1] where Amara went. He stated she left the house without his permission. Amara told our dispatcher she was in the woods and would not return to the incident location.
[REDACTED], who is the mother, advised us that her phone could only be used with wifi, so she had to be nearby. We are finally able to contact Amara at the referenced location of [80 BLOCK] Landing Ct. We brought her back to the incident location and asked her why she ran away. She stated we were not listening to her.
I then advised her father that she would be charged with being unruly for not listening to him when he told her to stop playing the music loud, cussing at him, and hitting the floor. I also advised that she would be charged with runaway for leaving the residence without his permission while we were on scene.
Once Amara heard the charges, she became visibly upset. Deputy Hernandez stood with Amara, and I returned to my vehicle to complete the CHINS Form to make sure she did not run away once again. Once I completed the chins form, we stood with [WITNESS #1] on the front porch as he signed it.
However, as he was signing the form, Amara shut the front door, locking us outside. We then told Amara repeatedly to open the door. [WITNESS #1] unlocked the door, and stated he was fed up and wanted her to go to the hospital to be mentally evaluated, and wanted her to go by ambulance. Once Amara heard that her father wanted her to go to the hospital, she became angry and stated we would have to fight her.
Deputy Hernandez was on the front porch speaking with both parents. Amara then called Paulding dispatch once again and disputed the emergency service line. She attempted to leave the residence through the back door. I quickly followed her and held the back door shut. Deputy Hernandez then came back inside the house, and we told her she was going to the hospital at the request of her parents.
As we attempted to grab Amara’s arms, she dropped to the floor in the corner of the dining room. She kept pulling her arms away as we tried to pick her up. While trying to pick her up from the ground, I advised Paulding Dispatch we were fighting/dealing with a disorderly subject (10-10). Once we got her to her feet, she pulled herself to the kitchen. We pulled her back and pinned her to the countertop near the sink. I had her left arm, and Deputy Hernandez had her right arm.
At this moment, I quickly pulled out my handcuffs to detain Amara. We continued to give her commands during the altercation to stop resisting. Once I applied the Handcuffs, Amara once again dropped to the ground. She would not let us safely secure in the handcuffs by checking for fitness and double-locking them. We then rolled her over on her stomach on the floor and checked the handcuffs, and checked her person for any weapons or contraband. I stayed on top of her legs so she would stop kicking. Amara stopped resisting for a bit and got up off the floor to stand up.
However, once we began walking out the door, she started pulling away again and attempted to go towards her mother on the front porch. We quickly pushed her away and walked down the stairs as she continued to try and shove and pull us away. We then grabbed each side and carried her to the vehicle. Once we arrived at Deputy Hernandez’s patrol vehicle, I grabbed her arms and lifted her upper to place her in the vehicle. Deputy Hernandez then went to the other side to grab her and pull her inside the vehicle as she was screaming.
Due to Amara resisting officers’ commands, we advised Paulding Dispatch that we would be en route to the Paulding County Adult Detention Center for criminal charges instead of the hospital. However, while in the vehicle with Deputy Hernandez, Amara was complaining of chest pains and difficulty breathing. We did stop by the Paulding Wellstar hospital to get her medically cleared to go to the County Jail. Once cleared, we advised dispatch that once again, we would be en route to the County Jail.
I charged Amara with obstruction of law enforcement time two, when she knowingly and willfully resists, obstructs, or opposes any law enforcement officer, resisting deputies when attempting to place her in handcuffs, and closing the door when told to open it again. And also misusing 911 when she called Paulding dispatch on scene for the purpose of annoying, harassing, or molesting a 9-1-1 communications officer or for the purpose of interfering with or disrupting emergency telephone service.
I also advised her parents that we would be en route to the jail with Amara.
