On October 6, 2025, at approximately 12:42, I, Deputy B. Mattick, responded to a call for service. I was dispatched to [500 BLOCK] Shady Glen in reference to a domestic dispute.
Upon arrival, I spoke with the complainant, [VICTIM #1], who stated the following: She and her husband, Bachir Mombeleur, got into an argument. She was accusing Bachir of cheating. She was downstairs in the living room, and Bachir was upstairs. She stated, “If I were like any other woman, they would have had their family beat you up”. Bachir got angry and went downstairs into the living room. She was standing near the couch, and Bachir used both of his hands and grabbed her by the throat. Bachir began to apply pressure around her throat. She stated that she could not breathe for approximately ten seconds.
Bachir then let her go, and she stated again, “Are you crazy? If I were like any other woman, they would have had their family beat you up”. Bachir again used both of his hands and applied pressure to her throat. She stated again that Bachir held her throat for another ten seconds. She attempted to push Bachir away from her to stop Bachir from strangling her. Bachir let go of her throat. She keeps her child’s baseball bat near the front door. She started to walk towards the baseball bat with the intention of grabbing it and using it to defend herself.
She decided against it, but Bachir had placed her in a headlock and dragged her into the living room area. Bachir stuck her on the stomach, causing her to fall on the floor. Bachir then grabbed her arm and started to drag her into the kitchen area. She stated that Bachir started to reach towards the drawer that kept all the knives, but he never opened the drawer. Bachir told her that he was going to kill her. She stated that all of this occurred at approximately midnight on October 4, 2025.
I asked why she did not call after the dispute occurred. She stated that she was embarrassed because they had only been living in Georgia for approximately three months. [VICTIM #1] was distraught and emotional while explaining the incident. I asked if she would be willing to write a witness statement, and she agreed. Later, she stated that she was having pain in her back. She stated that she believed that her ribs were broken. She declined any medical attention on scene. She explained that she would take herself to the hospital.
I spoke with Bachir, who stated the following: He and his wife, [VICTIM #1], had gotten into a fight. He explained that [VICTIM #1] was accusing him of cheating. [VICTIM #1] was attacking his character, and he told [VICTIM #1] to stop. [VICTIM #1] got into his face, so he pushed her away. He stated that at one point, [VICTIM #1] was attempting to get a bat that was near the front door. He stated he grabbed her and stated, “What the f*ck are you doing?”.
He then stated, “We got into a fight and I think [VICTIM #1] was hit in the stomach”. He started to explain that this type of violent behavior was not out of the ordinary for [VICTIM #1]. He gave examples of what [VICTIM #1] did while they were still living in New York. He stated that [VICTIM #1] had threatened to damage his property before we arrived. I informed him that I walked around the residence, with [VICTIM #1]’s consent, and could not see any property that was damaged.
I noticed upon arrival that there was discoloration on the right side of [VICTIM #1]’s neck under the ear. Approximately an hour later, I looked at [VICTIM #1]’s neck again and noticed that the discoloration on the neck was less predominant than before. Pictures of [VICTIM #1]’s injuries were taken and attached to the report.
I informed Bachir that he was under arrest. I secured him in handcuffs. The handcuffs were double-locked and checked for proper fitting. I searched Bachir’s person incident to arrest. Bachir was transported to the Paulding County Detention Center without incident. Custody over Bachir was transferred to the Paulding County Jail Staff.
[VICTIM #1] arrived at the Paulding County Sheriff’s Office at approximately 19:05 on October 6, 2025. I met with [VICTIM #1], and she informed me that she had gone to the hospital and wanted to update us on the extent of her injuries. She went to urgent care a informed them of her injuries. They performed an X-ray and determined that there was a “closed fracture one rib of left side”. I witnessed the medical release paperwork, and it stated “closed fracture of one rib of the left side”.
I determined that Bachir was the predominant aggressor due to his posing the most serious and ongoing threat. Bachir is being charged with O.C.G.A. 16-5-21, aggravated assault by strangulation, and O.C.G.A. 16-5-24, aggravated battery. I returned to service.
