On January 13th, 2026 I was dispatched to the area of Hiram Douglasville Hwy and Bill Carruth Pkwy in reference to an accident in which the other driver was fleeing the scene. The other driver Breanna Houge, who is listed as Driver 1 in the accident report, got away from the scene.

I met with [VICTIM #1], who was listed as Driver 2 in the accident report, at another location to be informed of what took place. [VICTIM #1] stated he was stopped at the light of Hiram Douglasville Hwy and Bill Carruth Pkwy in the northbound lane. [VICTIM #1] stated he was then rear-ended by Hogue. [VICTIM #1] stated he got out to check on the other driver and evaluate the incident.

[VICTIM #1] stated he was discussing the accident and disclosed to Hogue that he was contacting 911 to have law enforcement en route. [VICTIM #1] stated Houge then fled the scene and failed to provide her information. [VICTIM #1] stated he followed Hogue while on the phone with 911 dispatch. [VICTIM #1] stated Hogue was driving erratic and believed her to be under the influence.

[VICTIM #1] stated she almost hit several cars. [VICTIM #1] stated after following for a couple miles he eventually lost sight of Hogue and she got away. [VICTIM #1] stated he had minor damage to the rear of his vehicle and his wife had a complaint of injury but he would take her to the hospital at a later time.

[VICTIM #1] was able to get video footage of what took place after the collision. [VICTIM #1] on recorded video, approached Hogue at the drivers side of her vehicle. In the video, they are heard discussing the collision. Hogue was arguing with him and made statements of “I didn’t even hit you that hard”.

[VICTIM #1] was able to get a clear identifiable recording of who the driver was, description of the vehicle, and license plate before she fled the scene. I also observed a video in which Hogue quickly turned into another lane in between two vehicles and almost caused another collision.

A large black truck that she cut off had to veer into the other lane to avoid an accident. This maneuver showed a lack of due regard for other motorists and placed the two vehicles at risk of wrecking and could have caused injury. This incident occurred near the intersection of Bill Carruth Pkwy and Hiram Sudie Rd while she was trying to elude [VICTIM #1].

I gathered all the information from [VICTIM #1] and ran the given license plate through NCIC/GCIC. The registered owner returned to be a female named Breanna Hogue. Hogue’s drivers license photo matched to the female observed in the video to be in control of the white 2011 BMW 328i tag: [REDACTED] at the time of the collision.

I also observed history in our county of prior arrests for Hit/Run and DUI-Alcohol. I advised [VICTIM #1] that I would check the area for the vehicle and that I would document the incident. I provided him with a case card and that an accident report and criminal report would be completed. [VICTIM #1] was able to drive his vehicle away from the scene with minor damage. I took photos of the damage and white paint transfer to the rear of [VICTIM #1]’s vehicle.

I checked the area and two known locations that Hogue could be at. No contact was ever made with Hogue so I applied for two warrants for her arrest. Warrants were secured for Hit/Run and Reckless Driving.
