On October 19th, at approximately 2125 hours, I, Deputy Dubreuiel #1303, was dispatched to [6600 BLOCK] Ridge Rd regarding a subject complaint. Upon my arrival, I observed a male subject, Mark Noonan, banging his head and hands against a truck located in the driveway of the property.

Deputy Maack #1418 spoke with the complainant, [WITNESS #1], who reported the following:

She was inside her home when she heard someone outside screaming and yelling. After going out onto her deck, she saw Mr. Noonan banging on the truck and pulling on the door handles. Ms. [WITNESS #1] used her phone to record him while he continued to scream and hit the vehicle. She also witnessed him going to the back of the truck and attempting to remove the hitch, but he was unsuccessful. After recording the video, Ms. [WITNESS #1] called 911.

We approached Mr. Noonan and inquired about his behavior. He claimed that he had been out with a friend at a Mexican restaurant and possibly had too much to drink. He repeatedly insisted that the truck he was banging on was his. However, a check of the truck’s registration revealed that it was a maroon Ford F-250 with the tag #[REDACTED], and Mr. Noonan was not the registered owner. Throughout our investigation, Mr. Noonan remained boisterous, continuously shouting vulgar language.

At this point, Mr. Noonan was placed in handcuffs, which were double-locked and adjusted for proper fit, for public intoxication. His person was searched before being placed in my patrol vehicle, after which he was secured inside.

Ms. [WITNESS #1] informed us that she had the video on her phone and was advised that she might receive a call later from our investigations division to retrieve it. After gathering all the necessary information, I transported Mr. Noonan to the Paulding County Jail. During the ride, he continued to scream and use profanity, and he even began banging his head against the back window of my patrol vehicle. I notified the jail staff of Mr. Noonan’s behavior and requested that the Safety Restraint Chair (SRC) be prepared for our arrival.

Upon arrival at the jail, Mr. Noonan finally calmed down and was handed over to the jail staff.
