On 11/01/2025, at approximately 2033 hours, I received multiple calls for service regarding a disturbance and large party at [4500 BLOCK] Harmony Grove Church Rd (located in Paulding County, Georgia).
I made contact with the homeowner of the above-listed address, Rebecca Richey. After observing over one hundred vehicles in the parking lot of Bigun’s Biscuits (across the street from her residence), Richey advised that all of the cars were parked there for a Halloween party at her residence. I then informed her that the business was closed and that all those cars needed to be moved, or they would be towed off the property.
Once the cars were moved, there were upwards of 200 juveniles, ages 14-17, some even 18 years old or older. When asked, Richey stated that she and 2 other close friends were “watching and monitoring everyone at the party.”
Approximately 10 minutes after my conversation with Richey, a mother of one of the juveniles at the party flagged me down, stating, “[her] son called her and said he had been drugged.” I then located the male [REDACTED] in a back room of Richey’s residence, shaking violently, claiming “[he] had been drugged and could not walk or stand.” I then notified Paulding Dispatch to send EMS personnel to the scene. Once Metro Ambulance personnel arrived, there was no avenue for the ambulance or EMS personnel to enter the residence and provide emergency medical care to [REDACTED]. I then picked [REDACTED] up, carried him across the street to Bigun’s parking lot, and placed him in the back of the ambulance, accompanied by his mother. Once stabilized, Metro Ambulance personnel transported [REDACTED] to Wellstar Paulding Hospital.
I then went back to Richey’s residence and observed several large bottles of empty liquor, several empty cans of an alcoholic beverage called Twisted Tea, and the ends of several Marijuana blunts that had been thrown in Richey’s yard.
Due to the overwhelming amount of juveniles causing a fire hazard, allowing several juveniles to park on and trespass on her neighbor’s yards, and allowing minors to consume alcohol and suspected Marijuana, Richey was placed under arrest.
I placed Richey in handcuffs and checked for a proper fit, then placed her in the rear seat of my patrol car. I then transported Richey to the Paulding County Jail, where she was booked in and turned over to jail staff without incident.
