On 12/25/25 at approximately 1744 hours, I, Deputy James Foy #398, did respond to [300 BLOCK] Elk Dr Temple GA 30179 reference to a domestic disturbance. While in route to the incident location, the complainant attempted to cancel a law enforcement response via a return phone call to Paulding 911.

Upon my arrival I met with both Stephanie Hopkins (complainant/predominant aggressor) and [VICTIM #1] (victim). It was determined that they had a romantic relationship and did reside with each other at the incident location. Upon my speaking with Stephanie, she advised that they had an arguement but that all was resolved.

I inquired further and she advised that he had threatened her. I spoke with [VICTIM #1] and he advised that he had not threatened her other than to call law enforcement only after she struck him with an open hand twice on the back of the head.

I inspected his head by his consent and observed no visible injury. I then went to Stephanie and she did advise that she had struck [VICTIM #1] twice and was upset with him over suspected infidelity on his part. She was arrested on scene with her hands cuffed behind her back, checked for proper fit, and double locked to ensure they would not tighten on her.

She then began to scream at [VICTIM #1] in the driveway as all interaction occurred outside. In doing so, she threatened to “kill” [VICTIM #1] upon her release and charged towards him on foot. I still was holding her left arm and restrained her from further forward motion at which time she swung to the left and onto the ground.

It had been noticed that both parties had been drinking alcoholic beverages as it was Christmas day but Stephanie was obviously intoxicated with a heavy odor of said beverages on or about her person. With the assistance of Deputy Daly who had arrived to the scene as well, Stephanie was escorted to my patrol car despite her refusal to stand or walk.

She was seatbelt in the rear of my patrol car after a visual inspection of her person as she was wearing very form fitting yoga pants which I observed no contraband. She also wore a close fitted shirt and it was obvious that she had no undergarment on underneath the shirt.

I checked her handcuffs again for proper fit per her request and found that the handcuffs were applied an fitted properly on her person. She continued to scream threats and profanities so that anyone in close proximity could hear. It was observed that a small (unidentified) child approximately 10 to 12 years of age was riding his bicycle past my patrol car as she continued her behavior.

I provided [VICTIM #1] a victims rights pamphlet, the case number to this incident report, as well as obtained further biographical information on both parties. I further had [VICTIM #1] retrieve Stephanie a pair of slippers for her feet as she was wearing only socks on her feet.

I then began to transport her to the jail, she continued to tell me that she was a school teacher of small children (pre-school) and that she hated her job as “they” (referring to her students) as “retards” one moment and then “precious” moments later.

Upon arrival to the jail, she was turned over to jail staff for processing/booking. During the intake process she provided an utterance of self harm to jail staff which caused them to place her in a suicide prevention suit.

Criminal arrest warrants will be applied for Stephanie for Simple Battery (FVA) OCGA 16-5-23 (f) and Terroristic Threats OCGA 16-11-37 (a).
