On 01/04/2025, I, Deputy S. Benson, was dispatched to a Dispute that already occurred at [30 BLOCK] Ladora Dr. In reference to the complainant calling about her daughter getting physically harmed while visiting grandparents. As a result, I later obtained warrants for Cruelty to Children-2nd Degree and Battery for the subject Steven Minnick.
I called the complainant, [WITNESS #1], and asked if she could elaborate further on what occurred today. [WITNESS #1] did explain she brought her children over to [30 BLOCK] Ladora Dr on 01/02/26 to spend time with their grandparents. [WITNESS #1] explained that all was fine until today, when her brother, [REDACTED], called her to come get her kids.
[WITNESS #1] did explain to me that she knows how Steven Minnick Sr. can act, but is usually okay around children. However, when [WITNESS #1]’s brother called her to come get her daughters, she could hear Steven in the background yelling. [WITNESS #1] informed me that she went and got her daughters, and her mom, [REDACTED], was outside with her daughters.
[WITNESS #1] explained further that [VICTIM #1], her four-year-old, was crying, and she later found out from [VICTIM #1] that she was hurt. [WITNESS #1] was able to talk to [VICTIM #1], and [VICTIM #1] informed her that a drawer top fell onto her head because of Steven. [WITNESS #1] informed me of this and asked if she felt like [VICTIM #1] needed an ambulance, and she informed me that no, she was monitoring [VICTIM #1]’s head and that it felt like a knot.
I asked [WITNESS #1] why she believed Steven was enraged and started acting out. [WITNESS #1] explained that when she called her mom about what happened, the consensus of what she was told was that Steven was mad about a phone bill. I informed [WITNESS #1] that I would be coming by her residence to check [VICTIM #1]’s head. [WITNESS #1] did explain to me that when she called parties at the residence, no one acted like it was a big deal that [VICTIM #1] was injured.
I went to [60 BLOCK] Freedom Ct to speak to [WITNESS #1] in person and also to [VICTIM #1]. [VICTIM #1] sat with [WITNESS #1] and allowed [VICTIM #1] to speak to me about what happened today. [VICTIM #1] said that Steven woke up from his nap really angry and was yelling at everyone, saying to give him their tablets and phones. [VICTIM #1] then said that Steven started hitting stuff in the home, including the TV.
[VICTIM #1] explained to me that she was on the floor playing with her magnets, all while Steven was behaving recklessly and punching items in the home. During Steven’s violent outburst when he was punching items in the room, his negligence caused [VICTIM #1] to be struck in the head by a drawer top. [VICTIM #1] described to me that what she was hit in the head with was a drawer top.
I asked [VICTIM #1] if this occurred in the kitchen, and she said that it happened in the basement because Steven and [REDACTED] live in the basement. [VICTIM #1] is very aware of what happened today and is descriptive of what she saw and experienced. I asked [VICTIM #1] if Steven tried checking on her after she was hit in the head, and she said no, that he told her uncle to call her mom to come get her and her sister, [REDACTED].
[WITNESS #1] permitted me to observe [VICTIM #1]’s head, where she was struck, and I did not see any visible redness or any lacerations. However, I did feel a noticeable knot on [VICTIM #1]’s head, and when asked to point to where she was struck, she pointed to where I felt the knot. Deputy B. Kitchens #817 was on scene with me and was permitted by [WITNESS #1] to observe as well, and he could feel the knot, too.
[WITNESS #1] did make it very well known and clear to me that she wanted to press charges against Steven, and that her children would not be returning to see their grandparents anymore. I explained to [WITNESS #1] that I would be in touch with her and that I was going to try to locate Steven first at [30 BLOCK] Ladora Dr.
Deputy Kitchens, Deputy N. Passig #1369, and I then went to [30 BLOCK] Ladora Dr. Upon arriving at the address, I observed only one vehicle in the driveway when [WITNESS #1] informed me that Steven drives a black vehicle. The black vehicle was not on scene.
I knocked on the door several times, and a subject named [REDACTED] came out. [REDACTED] advised that Steven was not there and that he was at Kroger. Deputy Kitchens went to Kroger afterwards and did not locate Steven there. Since I was unable to locate Steven, I went and applied for warrants of Battery and Cruelty to Children in the 2nd Degree. Judge Johnson signed both warrants.
