On 10/12/2025, I was dispatched to [REDACTED BY AGENCY] in reference to a physical domestic.
Upon arrival, I met with [REDACTED BY AGENCY], who answered the door. Upon asking about what happened, she became visibly emotional and crying, stating she came home to clean spiders from the windows, and she needed to give her husband, Troy Vande Zande, mortgage money, as they are currently going through a divorce, but still live together in the home. Troy lives downstairs in a separate living area.
[REDACTED BY AGENCY] said as she was going through the garage, Troy had come home drunk and was following her through the garage. She said she is divorcing Troy because of his alcoholism, but he is refusing to go along with the divorce. She stated that as she was walking up the stairs from the basement, Troy was grabbing her buttocks and crotch, and when she got upstairs to the living room, Troy continued to slap her buttocks repeatedly after she told him multiple times to stop and made lewd comments to her.
[REDACTED BY AGENCY] showed me Nest video footage from their living room, which clearly shows Troy following her into the living room as [REDACTED BY AGENCY] is yelling for him to “stop” and that she needed to pay him. Troy approaches [REDACTED BY AGENCY] after she is in the living room, and Troy makes a comment about her having a “nice cushy a*s.” Troy then walks over to her and starts lightly slapping her buttocks multiple times, still after she told him multiple times to “please stop.”
[REDACTED BY AGENCY] appears visibly frustrated in the video. Troy commented, “30 years of me touching your a*s and you’re offended now?” [REDACTED BY AGENCY] said, “Yeah, I am,” but Troy slapped her buttocks one more time and then said, “I just wanna touch it a little bit.” I obtained the video footage and uploaded it to this case file as well as to the I drive.
Deputy Valentine-Nelson and I went to the basement to make contact with Troy. He was in his room but agreed to come out into the garage to talk with us. I could smell an odor of alcoholic beverage coming from his breath, and his speech was slurred and exaggerated. Upon asking him about the incident, he initially denied touching [REDACTED BY AGENCY] but said “me and my wife haven’t been together for a long time” and said he slapped her to see if she was “interested.” He denied having been told to stop.
Due to my investigation and video evidence at that time, I placed Troy under arrest for Simple Battery FVA. I used 2 pairs of handcuffs behind his back due to tight wrists and shoulders to avoid risk of injury and excessive discomfort.
Since Troy was in his underwear, Deputy Valentine-Nelson assisted him in putting on pants and shoes. No more questions were asked to Troy regarding the incident, but while still in the basement, Troy blurted out that he had slapped her buttocks to “see if she was still interested,” to “get a reaction,” and to get her to “like me again.”
I secured Troy in the backseat of my patrol vehicle with a seatbelt. [REDACTED BY AGENCY] was given a statement to fill out as well as a “Victims Bill of Rights” pamphlet. She was advised of the TPO process, and her statement is attached to this report. [REDACTED BY AGENCY] said she would press charges for Sexual battery.
I transported Troy to the PCSO Jail and turned him over to book-in staff. I obtained signed warrants on Troy for Simple Battery FVA and Sexual Battery.
