Officer’s Narrative:

On 06-19-2025 while sitting at the Fire Department I, Officer Kyle Wood, was approached by a male who had just left the Circle K. The unidentified male advised there was a black Nissan SUV occupied by a male and female and both subjects appeared to be extremely intoxicated. The male advised the vehicle was traveling on Ga 49 towards the interstate. I left from my location and began traveling in the direction of the vehicle. While approaching the intersection of Woodland Drive and Ga 49, I observed the vehicle still traveling East on Ga 49 towards the interstate. While catching up to the vehicle, I observed the vehicle failing to maintain the lane of travel and crossing over into the other lane several times. I caught up to the vehicle as the vehicle made a right turn onto I-75 South and while traveling down the ramp, I observed the vehicle run onto the shoulder and back into the lane.
I continued behind the vehicle as we traveled Southbound and observed it to have Ga tag [REDACTED]. I checked the tag through GCIC on my mobile data terminal and GCIC advised the vehicle was a 2022 Nissan Murano and was registered to Ms. Olivia Barlow. GCIC also advised Ms. Barlow had a suspended license for DUI and had a DUI permit. After checking the tag through GCIC and observing the vehicle fail to maintain it’s lane of travel several times, I initiated a traffic stop on the vehicle by activating my emergency lights and siren. The vehicle pulled to the right shoulder near mile marker 147 and came to a stop.
I made contact with the driver, Ms. Barlow, and her husband, later identified as Mr. Brannon Barlow, on the passenger side of the vehicle. Immediately after making contact, I smelled the strong odor of an alcoholic beverage coming from inside the vehicle and observed Mr. Barlow sitting in the passenger seat and Ms. Barlow had 2 dogs in her lap. I retrieved Ms. Barlow’s license and asked her to step out of the vehicle due to the dogs inside the car. While waiting for her to step out, I observed numerous open containers of an alcoholic beverage spread throughout the vehicle as well as some of the containers being empty and some still having a liquid inside them. Once Ms. Barlow was out of the vehicle, I had her step to the rear of her vehicle so I could speak to her.
While she walked back to the rear, I observed her to be unsteady on her feet and swaying slightly. Once at the rear of the vehicle, I began speaking with her and advised her the reason for the stop. While speaking to her, I could smell the odor of an alcoholic beverage coming from her person and also observed her to have bloodshot and watery eyes and her speech to be slurred. I advised her of the odor of the alcoholic beverage coming from the vehicle and asked if she had anything to drink today or had taken any medication. With her slurred speech, she stated she takes anxiety meds and had a few drinks today.
I advised Ms. Barlow her license was already suspended for DUI and she had a DUI permit and she agreed. Ms. Barlow stated several times all she wanted to do was go home. I advised her I was not going to let her drive home due to her driving through the city intoxicated and asked if she would complete field sobriety testing to make sure she was safe to drive. Ms. Barlow agreed and I had her stand at the front of my patrol vehicle so I could turn my front lights off and complete the testing.
After turning off my front lights, I made contact with Ms. Barlow at the front of my patrol car. By this time, Officer Meeks arrived on scene to assist me and stood by while I completed my investigation. I had Ms. Barlow stand in front of my patrol vehicle and asked her if she wore contacts or glasses and she advised no. I asked Ms. Barlow if she had any medical problems at all and she advised she did not. After clearing her of any medical issues that might hinder the field sobriety testing, I had her stand with her feet together and her arms down by her side.
After advising her to get into this position, she complied but immediately put her arms behind her back. I advised her again to keep her arms down by her side and she moved again into the correct position. I advised her I was going to check her eyes and advised her to follow the tip of my pen (nystagmus) with her eyes and eyes only and not to move her head. Ms. Barlow advised she understood and I began the Horizontal Gaze Nystagmus test and the following clues were observed:
Horizontal Gaze Nystagmus (HGN): 6 clues
-Lack of Smooth Pursuit in Both Left and Right Eye- 2 clues
-Distinct and Sustained Nystagmus at Maximum Deviation in Both Left and Right Eye- 2 clues
-Onset Nystagmus Prior to 45 Degrees in Both Left and Right Eye- 2 clues
***Vertical Nystagmus was also observed in both eyes.
During the testing, Ms. Barlow swayed forward and backward and also swayed side to side and appeared to be very unsteady on her feet. Ms. Barlow also had to be instructed once to continue to follow the pen during the distinct and sustained nystagmus at maximum deviation part of the test.
Due to Ms. Barlow being unsteady on her feet and the stop being on the side of the Interstate with heavy traffic being present, I made the decision not to complete the Walk and Turn and One Leg Stand test for her safety. Due to her unsteadiness on her feet, bloodshot and watery eyes, slurred speech, the odor of an alcoholic beverage coming from her person, her driving behavior and the clues observed during HGN testing, I advised Ms. Barlow she was under arrest for suspicion of driving under the influence. I asked Ms. Barlow how old she was and she advised she was 50 years old.
At this time, I attempted to read Ms. Barlow implied consent for suspects age 21 and over but while doing so, Mr. Barlow began trying to exit the vehicle and when told to get back into the vehicle by Officer Meeks, he refused. Due to this incident occurring, Ms. Barlow began yelling about her dogs while I continued to try and read implied consent to her. Due to Ms. Barlow’s outbursts, I placed her into handcuffs by placing her hands behind her back using double locked handcuffs which were checked for proper fit and placed her in the rear of my patrol vehicle.
Once secured in the rear of my patrol vehicle, I went back up to the vehicle and observed Officer Meeks giving Mr. Barlow commands to exit the vehicle and put his hands behind his back. I ordered Mr. Barlow to exit the vehicle and place his hands behind his back and he complied. Mr. Barlow was detained at this time in handcuffs which were double locked and checked for proper fit due to his beligerent behavior. I escorted Mr. Barlow to the front of my patrol vehicle and asked for his ID. Mr. Barlow advised me he did not have to give me a fu*king ID and I advised him he did due to the open containers of alcohol throughout the vehicle. I checked Mr. Barlow’s person for an ID and was unable to locate it. Mr. Barlow stated he did not have an ID on him and continued to act beligerent.
At this time, I escorted Mr. Barlow to the rear of Officer Meeks patrol car and placed him in the rear seat. Once in the vehicle, I asked him again for his name and date of birth and he told me “F U” and started laughing. After he told me this, I advised him he was under arrest for obstruction at this time and attempted to shut the door but he placed his foot outside to stop it and begged me not to arrest him. I advised him we were past that now and had Officer Meeks go to the other side of the patrol car and pull him into the vehicle so I could shut the door.
After securing Mr. Barlow in Officer Meeks patrol vehicle, I made contact with Ms. Barlow again and read her the implied consent notice for suspects age 21 and over and requested a blood draw. Ms. Barlow agreed to the blood draw and made other statements in her beligerent state as well. Sgt. Williams arrived on scene at this time and we determined both animals would be taken to our kennels until someone could come and pick them up. I went back to the vehicle and removed a blue bottle of vodka from the passenger floorboard that still had half of the liquid inside it. Throughout the vehicle there were numerous empty alcohol beverage containers as well as two metal cups in the center console that contained alcohol. Both cups were emptied on the side of the interstate, along with the bottle of vodka.
After checking the vehicle for all of the containers of alcoholic beverages, I made contact with Mr. Barlow again and gave him another chance to provide his information. Mr. Barlow complied and gave me his correct name and date of birth and in doing so, I advised him he would be released on citations. I checked Mr. Barlow’s information through GCIC on my mobile date terminal and GCIC advised his license was suspended as well. Mr. Barlow was issued citations for Disorderly Conduct, Open Container and Loitering/ Prowling. All citations for Mr. Barlow were given to Officer Meeks and he transported him to the Byron Police Department so he could be released from custody at a safe location. I advised Officer Meeks to grab a blood draw kit and meet me at the Peach ER after he dropped Mr. Barlow off as well.
Underwood’s towing arrived on scene and a vehicle impound form was completed. Both the vehicle and impound form was turned over to them and both dogs were transported to the kennels by Sgt. Williams. While waiting on Underwood’s towing to arrive, Officer Meeks advised over the radio of Mr. Barlow becoming very irate and spitting on the windows of his patrol car as well as his partition. I asked Officer Meeks if he was yelling and spitting or if it was intentional and Officer Meeks advised it was intentional. Due to this behavior, I advised Officer Meeks not to release Mr. Barlow and place him on a cash only bond for his citations. Once at the PD, Officer Meeks dropped Mr. Barlow off in a holding cell with Sgt. Williams and brough a blood draw kit to the hospital for me. After the vehicle was removed from the stop, I transported Ms. Barlow to the Peach ER for the requested blood draw.
Once at the ER, Officer Meeks met me and showed me the spit on his windows from Mr. Barlow. I advised Officer Meeks to book him on the citations and place a cash only bond on him. At this time, I went inside the ER and the blood draw was completed on Ms. Barlow by the Phlebotomist. Once the blood draw was complete, Ms. Barlow was transported to the Byron Police Department for booking purposes. Ms. Barlow was issued citations for Driving With a Suspended License, Violation of a Limited Permit, DUI, Failure to Maintain Lane and Open Container. Ms. Barlow was booked, fingerprinted and transported to the Peach County Jail for housing. Officer Meeks also completed the booking for Mr. Barlow and transported him to the Peach County Jail for housing as well.
Mr. and Mrs. Barlow were turned over to jail staff. A property receipt form was completed and the blood toxicology kit was placed into evidence locker 2 with the completed property receipt form. All booking paperwork was placed in the completed paperwork box as well.
