BUCHANAN located a grey in color Mercury Milan with a South Carolina tag of [REDACTED] in the parking lot of Stavemill Apartments in front of building [REDACTED]. SGT. BUCHANAN exited his vehicle and made contact with a hispanic male that was standing beside the vehicle.
