On 12/17/2025 I< Ofc. Joe Munger #211 was dispatched to the Rabun County Library in reference to an irate patron of the library. Myself and Sgt. Andy Beck #206 was close by in the area so we were able to go on scene almost immediately after the call was dispatched.
Upon arrival I saw a male that fit dispatches description according to the caller. The male entered in to the passenger side of a grey in color Ford Escape. I approached the passenger side and made contact with the male that was later identified as Jay Shannon Rogers. I asked Mr. Rogers why he was upset and he stated that he had called the library to see if there was a WIFI hot spot available to rent but when he went in to the library he was denied rental of the equipment. Mr. Rogers stated the he thought he was denied rental due to his appearance, he then pointed to his tattoos on his neck and hands.
I asked Sgt. Beck if he could stand by with Mr. Rogers while I went into the library to get their side of the story. As I approach the door for the library I hear Sgt. Beck ask for the ID of Mr. Rogers and I overheard Mr. Rogers state that he would give it to the other officer when he got back.
Lt. Matt Thomas #203 arrived on scene to assist and I told him that Mr. Rogers was refusing to identify himself, before I went in to the building I went back over top the car and myself, Sgt. Beck and Lt. Thomas assisted Mr. Rogers out of the car and I handcuffed Mr. Rogers in the back. At this time we gave Mr. Rogers the opportunity to blow in a intoximeter because of the strong odor of an alcoholic beverage to check for a negative or positive reading for alcohol, Mr. Rogers refused the test so at this time I told Mr. Rogers that he was going to jail. Mr. Rogers was still combative as we walked him to the patrol car.
Sgt. Beck and Lt. Thomas assisted Mr. Rogers in tot he back of my patrol car on the passenger side. I transported Mr. Rogers to the Rabun County detention Center where he was turned over to detention officers to be booked.
