On September 30, 2026, I, D/S McDaniel, was dispatched to 1455 Highway 441 N in reference to an individual reportedly making threats toward employees of Walmart. The Rabun County Dispatch Center provided the individual’s name, Julie Chambers, along with a description of the vehicle she was operating. Dispatch further advised that Chambers had left the scene and subsequently contacted 911, stating that she wished to make a report because Walmart employees had not returned her driver’s license and debit card.
Upon arrival, I made contact with [WITNESS #1] (Loss Prevention), [WITNESS #2], [VICTIM #1], and [WITNESS #3] (Pharmacy Department). I asked the employees to provide an account of the incident.
The statements provided by [WITNESS #2], [VICTIM #1], and [WITNESS #3] were consistent with one another. The employees stated that [VICTIM #1] was the primary target of Chambers’ aggression. [VICTIM #1] stated that Chambers entered the pharmacy department and began yelling at her. [VICTIM #1] stated that Chambers was upset because she believed [VICTIM #1] was attempting to recruit employees from Walgreens and believed [VICTIM #1] was responsible for her being demoted earlier that day.
I asked [VICTIM #1] if she wished to pursue criminal charges based on her concern for her safety. [VICTIM #1] stated that she wished to consider the matter before making that decision. [VICTIM #1] also stated that she was concerned Chambers knew where she lived and asked about obtaining a Temporary Protective Order (TPO). I provided [VICTIM #1] with a FAITH card and advised her that it could be used as a resource regarding this concern.
[WITNESS #1] and I then proceeded to the Loss Prevention office, where I reviewed the available surveillance footage of the incident. While reviewing the footage, I observed Chambers enter the store and make statements toward the pharmacy staff. The specific statements could not be determined from the surveillance footage. Chambers displayed aggressive body language while making the statements.
A short time later, Chambers returned to the pharmacy counter carrying four boxes of an over-the-counter medication. I observed Chambers and [VICTIM #1] engage in a verbal argument. During the argument, I observed several customers in the immediate area displaying uneasy body language and watching the interaction.
During the incident, Chambers pushed the boxes of over-the-counter medication, along with her debit card, into the area behind the pharmacy counter. Based on my observations of the surveillance footage and the circumstances surrounding the incident, I determined there was probable cause to seek an arrest warrant for Disorderly Conduct, in violation of O.C.G.A. § 16-11-39.
Chambers subsequently exited the store and entered the parking lot. After realizing that she had left her debit card and vehicle keys inside the store, Chambers returned to the store. She was met by [WITNESS #1], who returned her belongings to her and advised her that she was being criminally trespassed from Walmart.
Chambers then left the store and drove to her residence, where she contacted the Rabun County Dispatch Center.
After reviewing the surveillance footage and conducting the investigation, I, along with Cpl. Tatum, responded to Chambers’ residence. Upon arrival, I served Chambers with a Criminal Trespass Warning. After the warning was completed, I placed Chambers under arrest. Chambers was instructed to place her hands behind her back, and I applied handcuffs. The handcuffs were checked for proper fit and double-locked.
Chambers was placed in the rear seat of patrol vehicle 7090. The vehicle had been checked for contraband prior to transport and was checked again following transport. I transported Chambers to the Rabun County Detention Center, where she was turned over to detention personnel without incident.
