[NARRATIVE #1 on January 12, 2026]

On 1/12/2026 I was contacted by text message by [WITNESS #1] and asked if she could send me a video of her neighbor potentially abusing her juvenile child. I told Ms. [WITNESS #1] that I was off duty that day but was happy to look at the video and forward it to our investigator Lt. Mathew Thomas #203.

In the video I saw a white female that I identified from a previous interaction as Kaylan Oliver talking to her juvenile children on the porch of her residence at [100 BLOCK] Blue Sky Loop. While watching the video I saw Ms. Oliver strike a young juvenile male child in the left cheek of the face with her right hand. Ms. Oliver appeared to use her open hand to slap the juvenile in the face. I spoke with Lt. Thomas and made him aware of the incident and asked if I could send the video to him. Video was sent to Lt. Thomas by text message from my personal cell phone.

[NARRATIVE #2 on January 14, 2026]

On 01/14/2026, I, Officer Nations of the Clayton Police Department met with Ofc Munger at the office and Ofc Munger advised me of an incident of possible child abuse. Ofc Munger provided me with a video of the incident. The video shows a male juvenile and female juvenile out on the front porch and both eventually sitting opposite of each other at a plastic kid’s table, and facing each other.

The video shows that their mother, identified as Kaylan Oliver, lean over the table and used her right hand to open end slap the male juvenile child in the face, near his left eye. The juvenile’s head is moved backward by the force of the slap and he immediately grabs the left side of his face and left eye area and begins to cry out. Kaylan picks up the child after he begins to cry and takes him inside and out of view of the public.

I made contact with the witness, [WITNESS #1], by phone. The witness advised that she had observed and reported many disturbing incidents of her neighbor (Kaylan Oliver) hitting or putting her children in danger, and was previously advised by Ofc Munger to take a video of the abuse if possible. The witness identified the juvenile victim as the youngest male juvenile of the family, later identified as [VICTIM #1] (3yoa).

I was advised of another incident that occurred on December 29th 2025. During that incident, the witness advised that 911 was called after she witnessed Kaylan and her children inside their vehicle and Kaylan turned to the back seat and struck a child 3 or 4 times before driving away. The witness advised that another neighbor was parked beside Kaylan and may have also witnessed the abuse. I later contacted the 911 Center and verifed the incident was reported as the witness stated.

Sgt Buchanan performed a traffic stop on the vehicle during that incident, but only checked to make sure the children were correctly seat belted inside the vehicle. Sgt Buchanan advised that he was not provided of the information of possible child abuse during the dispatched information and no report was completed.

The witness reported the children are always left outside in cold weather without proper attire for the conditions, the children play in the street, and all these things occur without the children having any adult supervision while outside. The witness advised that the children are often left inside the vehicle unattended for long periods of time while Kaylan goes inside the residence with her boyfriend. I verifed these things had been occurring do to other Clayton Police Officers responding to the reports from incoming 911 calls on the children’s welfare.

The witness reported that during one occasion, she witnessed a male juvenile child left in the vehicle and he opened the vehicle door and fell out and injured his arm and began crying. The witness advised that she walked out to check on the child but the child seen her and the child ran to the front door of his home and opened it to go inside. The witness advised that Kaylan immediately shoved the child backwards from the doorway and shut the door in the child’s face, leaving the injuried child outside. I ended phone contact with the witness.

I traveled to the office of Blue Sky Loop housing management. I met with employee, [WITNESS #2]. I asked if any complaints had came in about the people living in the residence of [100 BLOCK] Blue Sky Loop. I was advised that numerous neighbors complain about the children being left alone and unsupervised while they play in the street. I was advised that they had spoken to another nearby neighbor of Kaylan who advised that they did not see any issues with the children. I was advised that they have instructed the complainants to call 911. I asked about any reports of abuse and they appeared to believe none had occurred.

Ofc Munger and I later traveled to [100 BLOCK] Blue Sky Loop and stopped in the driveway. Kaylan immediately came outside. I looked in Kaylan’s vehicle and observed her children sitting inside the vehicle without any adult. The 1 year old female juvenile was latched inside her car seat and crying to be released. I asked Kaylan why her kids was left inside the vehicle. Kaylan advised that they wanted to stay inside the vehicle to finish watching a movie, and they were planning on traveling to store soon. Kaylan asked her oldest child inside the vehicle to release her 1 year old from her car seat. Kaylan advised that she had placed a camera outside of their home so she could watch her children playing outside while she was inside.

I advised Kaylan of the reported child abuse. I asked Kaylan if she had ever hit her children and she advised she did not. I referenced a possible video taken of her striking a child. Our conversation continued and Kaylan advised that she has spanked her children before, but has not struck them in the face or anything like that. Kaylan continued and advised that she has lightly slapped at her children when they attempt to crawl up front from the back seat, which corresponded with the neighbor reporting they witnessed Kaylan turning towards the backseat and striking her child 3 or 4 times.

Kaylan reported that one of her children suffers from a condition and cries out loudly when he becomes upset. Kaylan advised that neighbors had been complaining to housing management about her children and she was unsure of what she could do to stop them from complaining. I advised Kaylan that I would be investigating the incident and I would make contact with her at a later time.

I contacted DFCS employee [REDACTED] and advised her of the investigation. I located a contact number for the children’s father, [REDACTED], and attempted phone contact. I found no answer and I provided a message. I did not receive a returned phone call from [REDACTED].

On 01/15/2026, I met with Judge Blalock in reference to (2) Arrest Warrants; Cruelty to Children 1st Degree for Kaylan Oliver open hand slapping her juvenile son in the face/eye area, and Cruelty to Children 3rd Degree for committing a FVA Battery in the presence of her juvenile daughter.

I attempted contact with another witness, [WITNESS #3]. I found no answer and provided a message. The witness called me back later in the evening and advised that the children of Kaylan Oliver are left unsupervised outside and he believed they were going to be ran over and killed. Witness advised that he entered into his vehicle recently and began to reverse from his driveway and observed (2) of the juvenile children standing behind his vehicle while backing.

Witness advised that he recently was driving home and one of the juvenile’s ran out in front of his vehicle causing him to brake harshly to avoid hitting and killing him. The witness advised that the incident emotionally upset him. I ended contact.

Ofc Chapman and I traveled to [100 BLOCK] Blue Sky Loop and made contact with Kaylan Oliver. I advised Kaylan that I had (2) warrants for her arrest. Kaylan was asked to call a family member to pick up her children.

Kaylan contacted her mother, [REDACTED], as we stood by. [REDACTED] arrived on-scene and took custody of the four juvenile children. Upon the exit of the children, Kaylan was placed into custody and taken to the Rabun County Detention Center. On 01/16/2026, I contacted DFCS and provided them with the complete incident information and the location of the juvenile children.

[NARRATIVE #3 on January 19, 2026]

On 01/19/2026, I was contacted by Ofc Chapman and advised that [REDACTED] had contacted the RCSO and asked for someone to call him. I made contact with [REDACTED]. [REDACTED] asked why he was not notified of Kaylan’s arrest. I advised [REDACTED] that I was given a contact number for him by his mother and I provided a message for him on the number provided. [REDACTED] advised that he had not spoken to his mother in around 10 years and she did not have the right phone number for him.

[REDACTED] advised that he learned of Kaylan’s arrest from another person. I advised [REDACTED] that I would update his contact information. During the conversation, [REDACTED] mentioned that he and Kaylan was never married and he had not been legitimized as any of the children’s father. [REDACTED] advised that he was currently working with an Attorney.
