[NARRATIVE #1 on February 20, 2026]
On 02/20/[2026] at 12:58pm, I, Officer Nations of the Clayton Police Department was off duty and received a text message from a witness who described a small child was not being supervised and fell into the sewer drain under the sidewalk. The witness advised that the child’s mother, the mother’s boyfriend, and a neighbor retrieved the child from the drain.
I contacted the Rabun County 911 Center and asked if the incident was reported. I was advised that no one had reported any incident on Blue Sky Loop and I asked for them to send Ofc Munger to Blue Sky Loop to check on the welfare of the child who fell into the drain, and for him to call me for details of the message. I could not advise Dispatch of the posted 911 number of the residence, but I advised Ofc Munger was familiar due to a previous arrest for Cruelty to Children at the same residence.
Ofc Munger contacted me by phone on his way to the residence and I advised him that I would send him the text message I received. I advised Ofc Munger that I would travel to work shortly and to update me when he received further information. While traveling to the scene, I attempted phone contact with Ofc Munger but was unable to contact him. I contacted the 911 Center and I was advised that the child, identified as [VICTIM #1] (1 yoa) was being Air Lifted to an out of county hospital for treatment.
I attempted phone contact with DFCS employee, [REDACTED], two separate times and found no answer. I advised her that the [VICTIM #1] was unsupervised and fell in a drainage pipe and was being Air Lifted out for treatment. I advised that someone from DFCS needed to go to the residence. I also advised DFCS to call 911 for assistance if the children’s father showed up at their office upset because of what had occurred to his child in their mother’s care.
Ofc Munger contacted me by phone a short time later and advised that the child was being Air Lifted out for treatment. Ofc Munger advised me that the mother, Kaylan Oliver, supposedly was outside watching the children when [VICTIM #1] fell down the drainage hole. Ofc Munger advised that Kaylan traveled with [VICTIM #1] for treatment of her injuries. Ofc Munger advised me that Kaylan didn’t appear to be very upset, however, her boyfriend, [WITNESS #1] was. I asked Ofc Munger of why Kaylan did not call 911 and Ofc Munger advised Kaylan did not explain and that [VICTIM #1] was bleeding from her nose and mouth and Kaylan was only breastfeeding her upon his arrival.
I was then contacted by phone by [VICTIM #1]’s father, [WITNESS #2]. [WITNESS #2] asked me if I heard what had happen and I advised him that I did and I was on my way to the scene now. [WITNESS #2] advised me that he was coming to get his children. [WITNESS #2] advised that he was not notified by Kaylan, but instead by Kaylan’s father. [WITNESS #2] sounded upset over the phone and I advised him to call 911 for a civil stand by when picking up his children from the residence.
Ofc Carnes text messaged me (7) photographs. Six of the photographs was of [VICTIM #1]’s injuries and one photograph was of the drainage hole. Ofc Carnes called me a short time later and advised that [VICTIM #1]’s clothing was wet from falling to the bottom of the drainage hole and asked if I needed the clothing. I advised that I did not need the wet clothing.
Upon entering the City, I traveled to the office of Blue Sky Loop and met with the manager, [WITNESS #3]. [WITNESS #3] was unaware of the incident occurring, and unaware the manhole cover had been removed within the housing development sidewalk. [WITNESS #3] advised that she had recently provided [WITNESS #1] with an eviction notice due to a recent issue where the children’s clothing and other items was spread through out the porch and yard area.
I advised [WITNESS #3] that I was going to speak to neighbors to see if any video footage was avaliable. [WITNESS #3] advised that one of the children walks around the block often and is not supervised. During our conversation, [WITNESS #1] and his brother walked to our location at the office. I exited the office and stood by as [WITNESS #1] met with [WITNESS #3].
Upon exiting the office, I made contact with [WITNESS #1]. [WITNESS #1] agreed to speak with me and I asked him how [VICTIM #1] fell into the drainage hole. [WITNESS #1] advised that the other children ([WITNESS #4], [WITNESS #5], and [WITNESS #6]) advised that she ran over and fell in the hole. I asked if [VICTIM #1] was being supervised by Kaylan and [WITNESS #1] advised that DFCS had already been there, and that Kaylan was out with the children. I asked if the children was still there and I was advised that they was.
I advised that I needed to speak to them. I also advised [WITNESS #1] that the children’s father was en route to pick up the children. I advised that the father was angry about the situation and we needed to be there when the children was picked up. Upon finishing our conversation, I traveled to the location of the incident, located near [100 BLOCK] Blue Sky Loop.
Upon traveling to [100 BLOCK] Blue Sky Loop, I received a phone call from [WITNESS #2] and he advised that he was in Clayton now to pick up his children. I advised [WITNESS #2] that I was on scene now and to not lose his temper when he arrived, and [WITNESS #2] agreed. I advised [WITNESS #2] that I would need to speak to the children when he arrived on scene.
I made contact with [WITNESS #1] and advised him that [WITNESS #2] was almost there to pick up the children. I observed the manhole cover located near the residence of [100 BLOCK] Blue Sky Loop. I asked [WITNESS #1] of how the manhole cover was removed and how long. [WITNESS #1] advised that he was inside the shower when the incident occurred. I advised [WITNESS #1] that someone advised that the cover was off for two days and I asked if he had noticed. [WITNESS #1] advised that he had not noticed and he used the back door to exit the residence.
[WITNESS #3] was on scene as well to look at the manhole cover. [WITNESS #3] advised that a maintenance employee walks the property everyday and would have noticed the manhole cover removed. [WITNESS #1] advised that he had an outdoor camera on his porch and could review the footage. [WITNESS #2] arrived on scene to pick up the children.
We began looking at the manhole cover and [WITNESS #2] advised that the cover was on Wednesday when he dropped the children back off. [WITNESS #2] advised that his two oldest, [WITNESS #4] and [WITNESS #5], was strong enough to pull the manhole cover off. I asked [WITNESS #1] to get the children for [WITNESS #2]. The children came out and [WITNESS #2] asked them to speak to me about what had occurred. [WITNESS #1] also was able to pull up the video footage of when the incident occurred.
I made contact with the Children. I asked if they could tell me what had happened. [WITNESS #4] advised that they came outside and [VICTIM #1] was walking around the area in the yard near the hole and his mother, Kaylan, turned her back and [VICTIM #1] walked over and fell into the hole. I asked if the manhole was uncovered, and I was advised it was. I asked how long, and I was advised overnight. I asked if they had taken it off, and [WITNESS #4] advised that he took it off yesterday and forgot to put it back on. I asked if they play in the drainage hole or just to look inside. [WITNESS #4] advised to look inside.
I asked if their mother, Kaylan, knew the cover was taken off. [WITNESS #5] advised that he didn’t think she knew it was off, but [WITNESS #4] advised that he was pretty sure [WITNESS #5] told his mother that the cover was taken off. I asked [WITNESS #5] if he told his mother the cover was off before [VICTIM #1] fell inside, and [WITNESS #5] nodded his head up and down and said “Yes”. [WITNESS #5] advised that he told his mother the drainage cover was off when [VICTIM #1] was walking out in the yard area, near the drain. I ended contact with the children and [WITNESS #2] exited the scene with them.
[WITNESS #1] retrieved the video from the camera footage taken from his outdoor camera. I asked to record the footage with my cellular phone and [WITNESS #1] agreed. [WITNESS #1] then began walking around and showed me that side door to his residence. We returned to the front porch and [WITNESS #1] began to play the video footage.
The camera records the front porch area when approaching the front door and the front porch area facing the direction to capture images of someone walking past, and towards the side door. The footage does not show footage of the are of the drainage cover. The footage shows the children exit the front door and Kaylan coming out behind them, and shutting the door behind her. The video showed that Kaylan failed to follow the bond condition(s) from a previous Cruelty To Children charges that required her to be with a person older than 18 years of age at all times while she is with the children.
The footage shows [VICTIM #1] and her brothers turn left on the sidewalk and walk towards the open drain hole location. The top of Kaylan’s head can been seen as she stands on the front porch and is facing the opposite direction of the children. The footage then shows Kaylan turn towards the street and she disappeared from the screen as if she sat down on the porch.
I can hear [VICTIM #1] crying out when she is approaching Kaylan’s location, who is still sitting on the porch. I could see [VICTIM #1] enter and exit the scene when she walks back towards the open drain hole location. Nine seconds later you can hear one of the children yell out to his mother that [VICTIM #1] fell into the drain hole; thus showing that Kaylan was not supervising [VICTIM #1] and was unaware of [VICTIM #1]’s location.
Kaylan jumps to her feet and runs out of view towards the drain hole screaming “Oh My God!”. I could over hear [VICTIM #1] beginning to scream from inside the drain hole. I observed a neighbor drive by and one of the children runs inside to get [WITNESS #1]. [WITNESS #1] comes out quickly and travels toward the open drain hole location. [WITNESS #1] appeared to be dressed and not wet, and did not appear to have been inside taking a shower at he stated earlier.
The video stopped at 2:07:00 minutes from my recording, before looping back to 2026-02-20, 12:47:50. I was not provided with the footage of [VICTIM #1] being carried into the residence after being pulled from the drain hole. Also during this footage, I was unable to make out or hear any conversation between [WITNESS #5] and his mother about the open drain hole as stated by [WITNESS #4] and [WITNESS #5].
[WITNESS #1] and I began to discuss his role in the incident. [WITNESS #1] walked over the to drain hole and removed the cover. [WITNESS #1] pointed out the area Kaylan and [VICTIM #1] was within the drain hole when he and a neighbor approached and they assisted in taking [VICTIM #1] from Kaylan, and he assisted Kaylan out. [WITNESS #1] advised that they entered inside the residence and he asked Kaylan if she was okay, and Kaylan was scared. [WITNESS #1] advised that he asked Kaylan of what had happened and he was going to call 911 but he seen a neighbor with their cellular phone out and assumed someone else called.
I advised [WITNESS #1] that no one called 911 and that his neighbor contacted me and advised me that [VICTIM #1] had fallen in the drainage hole. I advised [WITNESS #1] that was why this situation was so bad, that no one called 911 for help for [VICTIM #1] and a neighbor had to contact me. I advised [WITNESS #1] that the DFCS safety plan required him to supervise Kaylan when she had the children. [WITNESS #1] advised that he watched the children this morning while Kaylan traveled somewhere else.
I advised him that I believed he watched the children sometimes, but I advised him that other people mention that they observe the children walking around the roadway loop by themselves. I went on to explain that they are responsible for the children and advised they should have been supervising the children when the drainage lid cover was removed the day prior and not put back on. I advised [WITNESS #1] that they would probably be evicted for not supervising the children when they removed the drainage lid cover and that anyone could have fell in overnight. [WITNESS #1] advised that he did not know the children took the drainage lid cover off.
I attempted to explain to [WITNESS #1] that Kaylan may have been on the porch but she still has to watch over the children and he needed to watch over her due to the bond conditions. I advised [WITNESS #1] that someone needs to be out supervising Kaylan when she has the children outside alone and he is in the shower. [WITNESS #1] advised that his brother and sister in law was at the residence, but he didn’t seem to understand that someone still needed to be outside with Kaylan when she was left alone with the children.
I asked [WITNESS #1] for his I.D. or Passport and I was advised that it was out of date. I asked [WITNESS #1] to write his information down for my report. [WITNESS #1] then began to explain that he had been talking with the housing manager about moving down the street to a house near other children.
I ended contact with [WITNESS #1] and traveled over to the neighbor’s residence. The witness advised that they did not see the baby fall in, but seen Kaylan go inside the drain to attempt to get her out. The witness advised that he helped get the baby out. I asked if the baby fell to the very bottom, and he advised that the baby did. I asked the witness if the treatment of the children was as bad as all the other neighbors had reported. The witness advised that Kaylan would keep her kids in the truck for hours at a time, alone. I asked if they witnessed Kaylan doing that and they advised that they did. I asked if Kaylan was still doing that since being arrested prior, and they advised that Kaylan was not. I ended contact after our conversation concluded.
I attempted to make contact with another neighbor and no contact was made. I observed [WITNESS #1] walk back out and we discussed his living arrangements, responsibilities, and the importance of calling 911 for help. I explained to [WITNESS #1] that there was no excuse for Kaylan not to be watching over the children when they are outside and no excuse for her not to call 911 after [VICTIM #1] suffered an injury. During our conversation, [WITNESS #1] appeared to be mainly focused on moving to a different house on the loop. I ended contact.
[WITNESS #2] contacted me at 9:57pm and advised that he just made it to the hospital and Kaylan was sitting in the room alone with [VICTIM #1] and unsupervised. [WITNESS #2] went on to advise that the Doctor said he believed [VICTIM #1]’s head caught a step about halfway down and slowed her down before hitting bottom. [WITNESS #2] advised that the Doctor said that even if someone fell feet first (without being slowed) the likelihood of a survivable fall in that circumstance would be less than 10%.
[WITNESS #2] called on 02/21/2026 and advised that [VICTIM #1] suffered a skull fracture during the fall. [WITNESS #2] advised that he had custody of [VICTIM #1] now and Kaylan took an Uber ride back home. [WITNESS #2] advised that a DFCS Hearing had been scheduled for Monday and he would like to pick up the children’s property afterwards. I advised [WITNESS #2] to call for a Civil Stand By after the Court Hearing.
On 02/22/2026, Ofc Munger called me by phone and advised that Kaylan had been picked up on the arrest warrants and [WITNESS #2] had already came by and picked up the children’s property and their dog.

[NARRATIVE #2 on February 20, 2026]
On 02/20/2026 I, Ofc. Joe Munger #211 was contacted by Rabun County Dispatch in reference to a request to call Ofc. Jimmy Nations #213 about a call at [100 BLOCK] Blue Sky Loop. Ofc. Nations had received information that a young female child had fallen in a storm drain and was possibly injured and the concerned neighbor wanted officers to do a welfare check on the child.
Upon arrival I activated my department issued axon body camera and exited my patrol car. I knew from previous calls to the residence that I was looking for Kaylan Oliver which is the mother to the child that I was wanting to check on. I saw the boyfriend of Kaylan and later identified him as [WITNESS #1], Mr. [WITNESS #1] was talking to the neighbors at [100 BLOCK] Blue Sky Loop, I approached the sidewalk and was met by Mr. [WITNESS #1] and I asked about the incident and asked the whereabouts of the mother and young child and Mr. [WITNESS #1] pointed to the house and I told him I needed to see them so he walked over and opened the door to their residence. I could visually tell that Mr. [WITNESS #1] was shaking and I could tell that Mr. [WITNESS #1] was extremely nervous.
After Mr. [WITNESS #1] opened the door Ms. Oliver came to the door holding [VICTIM #1] the young female child that was involved in the incident. I could see that the child has being held close to Ms. Oliver and as she came closer I could see that the child was nursing from the mother, Ms. Oliver covered herself once I started looking at the child closer. I could see that the child had a bloody nose and mouth and after further checking I could see what appeared to be a large lump above the child’s left eye. In addition to the other injuries I saw that the child had scrapes and abrasions on the left arm and appeared to be dirty.
I asked Ms. Oliver what had happened and told her that the incident had been reported directly to police officers. Ms. Oliver stated that the young female child had fallen in a storm drain because the man hole cover was removed. I advised Ms. Oliver that I was calling EMS so we could get [VICTIM #1] checked out because of the substantial injuries that [VICTIM #1] had gotten from the fall. I asked how the man hole cover got removed and Ms. Oliver stated that she did not know how it got removed.
Upon arrival the scene of EMS the scene was turned over to Paramedic [REDACTED]. [REDACTED] started evaluating [VICTIM #1] and he then asked officers of the approximate distance of the fall in to the storm drain. Ofc. Michael Carnes #205 had arrived on scene prior to EMS arrival. I removed the man hole cover and Ofc. Carnes shined his flashlight in to the storm drain and we estimated the distance to the bottom of the drain to be 8 ft.
[REDACTED] stated that because of the distance of the fall he would be calling for the medical transport helicopter from Children’s Health Care Of Atlanta. While EMS was loading [VICTIM #1] in the ambulance officers went to the neighbors porch where they was sitting to ask what they had seen. The male neighbor that was identified as [WITNESS #7] stated that the man hole covers had been removed by Ms. Oliver’s sons and had been off for a couple of days. He also stated that he did not see [VICTIM #1] fall but he pulled in to his residence while they were working to get the Ms. Oliver and [VICTIM #1] out of the storm drain and Mr. [WITNESS #7] stated that he got out of his car and went over to help.
I spoke with Mr. [WITNESS #1] once more to let him know where Ms. Oliver and [VICTIM #1] was going and asked him to call Ms. Oliver’s mother and fill her in about the incident and to let her know where they were taking [VICTIM #1].
After I went back in service from the call on [100 BLOCK] Blue Sky Loop I was contacted by DFACS agent that went by the name of [REDACTED], [REDACTED] was unaware at the time of the incident that had just occurred at the residence but she had went by to follow up on a previous child abuse case that they had been involved with after Clayton Police officers reported the abuse. I gave [REDACTED] the information I had over the phone. [REDACTED] told me that they had a safety plan in place for the children which included full supervision of Ms. Oliver while she has the children in her care.
I explained to [REDACTED] that the children are still not being supervised and I voiced my concern to her that something I was afraid that something bad was going to happen that was cause serious injury or death to one of the children if something was not done to protect the children.
[REDACTED] stated that they was working on a plan and that she had given the birth father, [WITNESS #2] a packet of information to help him get legitimized as their father because as of the time of both incidents he did not have the legal rights to the children because him and Ms. Oliver was never legally married and they had not done the proper procedure to have the children legitimized through the court system. Ofc. Nations came in to take over the case and secure warrants.
On 02/22/2026 I, Ofc. Joe Munger #211 and Ofc. Michael Carnes #205 went to the residence at [100 BLOCK] Blue Sky Loop and arrested Kaylan Lucille Oliver on the warrants that Ofc. Nations had taken and had entered on 02/21/2026. I knocked on the door and Ms. Oliver came to the door, I advised her of the warrants and that she was under arrest. I allowed Ms. Oliver to go back in the house to get her shoes and I then placed the handcuffs on Ms. Oliver in the front and walked her outside, I placed Ms. Oliver in my patrol car on the passenger side and placed the seat belt on Ms. Oliver.
I transported Ms. Oliver to the Rabun County Detention Center where she was turned over to detention center staff and was booked in the detention center.

[NARRATIVE #3 on February 23, 2026]
On 02/23/2026, I traveled to [100 BLOCK] Blue Sky Loop and took measurements and weight of the drainage lid cover and depth of the drainage hole. The lid was 24″ in wide and weighted around 45lbs. The drainage hole extended to 10ft long from the bottom base to the sidewalk.
