[NARRATIVE #1 on January 24, 2026]

On Saturday, January 24th, [2026], I, Sergeant J. Hooper, responded to Brooks Lane Apartment [REDACTED BY AGENCY] Clayton Ga in reference to a Rape that had occurred.

Dispatch advised me via phone prior to arrival that the caller stated it happened two days prior, but she hasn’t showered since the event, and she was hurting and requesting Ems.

I contacted the on-call Investigator, J. Tatum, to see if she wanted to respond to the scene. Tatum advised me to respond and then advise her further.

I arrived at approximately 21:30, [VICTIM #1] advised that on the night of the 21st, as the 22nd began she had invited Bobby Moon AKA Robert Moon over to her hom. At one point, she went to change clothes, and Robert followed her to the bedroom and asked for sex. [VICTIM #1] told him no, and Robert then grabbed her by the throat and pushed her down on the bed, holding her by the throat, pulled her clothes off, and had intercourse with her vag*nally and an*lly without her consent.

After that, they had another altercation in the living room, knocking a bowl onto the floor. Breaking it, and causing the glass to cut her feet.

EMS then transported [VICTIM #1] to Mountain Lakes Medical Center, and Captain R. Owens followed them to the Hospital.

I then spoke with the neighbor in apartment [REDACTED BY AGENCY]. [WITNESS #1] stated that she did see (Bobby) come over to the apartment that night, but never heard anything going on. [WITNESS #1] stated the next day [VICTIM #1] came to her and told her she needed FAITH and DNA test because she had been raped. [WITNESS #1] stated she went out to FAITH herself and told them of the situation and they referred her to the Power House. [WITNESS #1] called the Power House and they asked her to bring [VICTIM #1] down there. [WITNESS #1] stated she didn’t want to drive in the dark so they asked if [WITNESS #1] could bring her the next morning. [WITNESS #1] stated she didn’t want to do that so she just left a note on [VICTIM #1]s door telling her to call 911 and get a ambulance for a rape kit. A note from [WITNESS #1] was located in the apartment and I showed it to the investigator.

At 23:50, Investigator Tatum arrived on scene and collected the clothing [VICTIM #1] was wearing the night of the incident. I returned to service.

[NARRATIVE #2 on January 29, 2026]

On Thursday, January 29, 2026, at approximately 23:26, I, Cpl. A. Ortega, arrested Robert Earl Moon for outstanding criminal arrest warrants.

I, Cpl. Ortega made contact with Robert at the parking lot of the Raceway gas station, where he was detained and arrested. Before contacting Robert, I confirmed with the Rabun County Detention Center that he had multiple outstanding arrest warrants out of Rabun County.

Robert’s vehicle was left on scene at the gas station with permission from a store employee.

At the request of Rabun County C.I.D. Robert’s phone was seized and put into evidence at the sheriff’s office. See the property and evidence form in the linked files for further.
