[NARRATIVE #1 on August 21, 2026]

On August 21, 2026, officers S. Chapman and J. Nations from the City of Clayton were dispatched to La Cabana in response to a report of a disturbance. Upon arrival, a staff member named [WITNESS #1], who works at the restaurant, reported that a female patron had consumed one margarita and then requested more alcohol, which the staff denied. He mentioned that she was speaking loudly and using vulgar language, and although children had just left the establishment, they were present earlier.

Restaurant staff also reported that the female had gone into a back room, removed a bottle of Patron without permission, and brought it to her table to drink. The officers entered the restaurant, and [WITNESS #1] pointed out a female sitting in a booth. The officers recognized her as Shannon Robinson from prior encounters. As they approached, they noticed an open bottle of Patron and a margarita on the table in front of her.

When Officers Chapman and Nations approached Shannon, she continued to use profanity. She reached for the bottle of Patron, and the officers instructed her not to drink any more alcohol. Despite the warning, she took another drink. The officers then asked her to leave the booth so they could escort her out of the restaurant, but she refused. As a result, the officers pulled her from the booth by her wrists and handcuffed her behind her back. Officer Nations checked the cuffs to ensure a proper fit.

Shannon was then removed from the restaurant and placed in the rear passenger seat of the patrol vehicle, where her belongings were secured in the rear compartment. She was transported to the Rabun County Detention Center, where jail staff took custody of her and her possessions.

During the drive to the detention center, Robinson continued to use vulgar language directed at Officer Chapman. She was charged with theft by taking, disorderly conduct, obstructing law enforcement officers, and public drunkenness.

[NARRATIVE #2 on August 21, 2026]

On 08/21/2026 at 1400hrs, I, Ofc Nations, along with Ofc Chapman, responded to the La Cabara Mexican Restaurant in reference to a disorderly female customer located inside the business that was causing problems for staff and guests.

Upon our arrival, [WITNESS #1], identified as an employee of the restaurant, pointed out Shannon Robinson sitting in the corner booth. Mr [WITNESS #1] advised that Shannon had been causing a disturbance and had walked into the kitchen area and took a bottle of Patron Silver Tequila, valued at $60.00usd. Mr [WITNESS #1] advised that Shannon took the bottle of Tequila back to her table and began drinking from the bottle.

We traveled over to the corner booth and made contact with Shannon. I observed Shannon cursing and complaining prior to us walking over. We spoke with Shannon about the reported offenses and Shannon continued to curse and also advised that she was allowed to eat food and drink alcoholic beverages. Ofc Chapman provided Shannon multiple lawful commands and Shannon refused to comply, and began calling Ofc Chapman derogatory names. I grabbed Shannon by her right arm/wrist and Shannon exited the booth seat.

Ofc Chapman assisted and we placed Shannon’s hands behind her back and I placed handcuffs onto her wrists. I checked the handcuffs for fit and tightness and double locked them. Shannon continued to curse and act disorderly. Shannon was escorted out of the business and to the rear seat of Ofc Chapman’s patrol vehicle. Shannon was searched incident to arrest and placed into the rear seat.

I returned back inside and met with Mr [WITNESS #1]. Mr [WITNESS #1] requested that Shannon receive a Criminal Trespass Warning to never return. Mr [WITNESS #1] advised that many customers left because of Shannon’s behavior. Mr [WITNESS #1] provided me a receipt for amount that Shannon owed. The total came to $45.36usd for her food and drinks, and $60.00usd for the value of the bottle of Patron Silver Tequila stolen from the kitchen; for a grand total of $105.36usd. I provided Mr [WITNESS #1] with a copy of the Criminal Trespass Warning and advised him to call 911 if Shannon ever returned.
