On 08/23/25 I, Dep Brad Daniels, responded to [5000 BLOCK]-Wheeler Lake Rd, in reference to a domestic. [VICTIM #1], advised her husband, Cowart, Billy, struck her in the head multiple times with a closed fist.

Mrs. [VICTIM #1] advised a verbal dispute began between Mr. Cowart and her when he grabbed her phone threw it down cracking it’s screen. Mrs. [VICTIM #1] advised Mr. Cowart began striking her repeatedly with his fist striking her on the head and face. Mrs. [VICTIM #1] advised she then grabbed him to stop him and advised he walked out and approached her vehicle with a brick. Mrs. [VICTIM #1] advised, a neighbor passing by, stopped to intervene and advised Mr. Cowart at that time Mr. Cowart left the location in his unknown Chevrolet pickup truck. Mrs. [VICTIM #1] was observed having cuts to her lip, swelling above her right ear and handprints around her neck.

After further questioning Mrs. [VICTIM #1] did advise Mr. Cowart grabbed her by the neck. CID was notified at that time and Inv. Hambrick responded to the scene. A case number was provided to Mrs. [VICTIM #1] and the case turned over to CID. Photos were taken of the injuries Mrs. [VICTIM #1] did refuse medical attention.
