On 090626 at 1716 hrs, I, Deputy Hunter Perez (112), along with Deputy Aunarey Herbert (110), and Cpl Mathew Sanderson (C-11), in reference to a domestic dispute involving a firearm.

Upon arrival, I witnessed the suspect, later identified as Clarence Ruffin, wearing a white T-shirt along with green multi colored pants. While walking in front of the apartment at [2200 BLOCK] Sterling Ridge Dr, when I got out of the car, Ruffin started to walk towards my location with a firearm in his right hand in a holster. I drew my department-issued service weapon and gave him multiple commands to drop the firearm and get on the ground with his hands out, which he then complied with. I then took Ruffin into custody and searched him prior to him being placed in the back of my patrol car. I then unloaded the firearm, contacted records, and spoke to [REDACTED], who ran a criminal history on Ruffin and then ran the firearm to see if it was stolen. Both came back clean, with no history.

I then rolled down the passenger-side rear window and read Ruffin his Miranda rights and asked if he was willing to make any statements, to which he stated no.

I then spoke with the listed victim, [VICTIM #1], who stated that she and Ruffin have been getting into arguments recently. [VICTIM #1] stated that they were dating but have since broken up, and Ruffin owed her money to fix the windshield that was cracked. [VICTIM #1] stated that she had gotten the money the day before, but she was short, so she came back today. She then got into another argument with Ruffin about apparently someone breaking into their apartment. Ruffin acused her of having something to do with it. [VICTIM #1] stated that she was showing her phone to Ruffin to prove that she had nothing to do with it, and that’s when things got heated. [VICTIM #1] stated that Ruffin had spat on the front windshield, which caused it to get on her due to the crack in it. [VICTIM #1] then rolled down the window and spat on Ruffin. She then stuck out her tongue and drove forward, and that’s when Ruffin fired one shot at the back windshield of [VICTIM #1]’s vehicle, striking the left side of the back windshield. The bullet then went through and struck the left side of the passenger seat in the back. [VICTIM #1] was driving a 2008 Honda Civic, silver in color [REDACTED]. [VICTIM #1] then stated she backed up the car to see where he was going. [VICTIM #1] stated she watched Ruffin walk back and forth in front of [2200 BLOCK] Sterling Ridge Dr, with the Black in color Glock (serial # BXDH708) in his hand. [VICTIM #1] also positively identified Ruffin as the suspect and identified the black Glock he had in his possession as the firearm that was used in the altercation.

Sgt Terry Gore approved the warrant. The warrant was printed out in records by [REDACTED]. The firearm was turned in under property receipt number 528946, and the spent shell casing, silver in color, was turned in under property receipt number 553816, both were turned in at 400 Walton Way. Pictures of the incident were uploaded to the Axon evidence community request. Ruffin was booked into Charles B Webster Detention Center.
