On Thursday, September 18, 2025, at approximately 1730 hours, Deputy Hannah Gay was dispatched to the 1100 Block of Tenth Street in reference to assisting Central EMS. Upon arrival, Deputy Gay met with Corporal Kevin Cheillada, who was already on scene. Cpl. Cheillada advised Deputy Gay that Central EMS had already left the scene due to the subject, Easter Paschal, being aggressive, cursing them out, and refusing assistance.

Cpl. Cheillada stated he witnessed Paschal walking through several yards on Tenth Street and she was picking flowers that the residents had in their yards. Deputy Gay observed that Paschal had several flowers in a plastic cup and she admitted that she entered several properties and picked flowers. Paschal was also acting very aggressive towards law enforcement and was using profanity and derogatory words towards Deputy Gay and Cpl. Cheillada. Deputy Gay was unable to make contact with the residents in reference to Paschal picking their flowers, but due to Paschal’s behavior, Deputy Gay placed Paschal under arrest for Disorderly Conduct (16-11-39) and placed her into handcuffs double locked behind her back. Paschal was placed in the rear of Deputy Gay’s marked patrol vehicle.

While in the rear of Deputy Gay’s marked patrol vehicle and before leaving the incident location. Paschal became irate and made several threats towards Deputy Gay. Paschal stated, “If I get a chance, I’ll blow your goddamn head off.” Paschal also stated, “I will kill you,” “I will fu*k you up white girl,” “I’m gonna pay you back,” and “Watch your back.” Due to the threats of death towards Deputy Gay, Paschal was placed under arrest for an additional charge of Terroristic Threats and Acts (16-11-37).

Deputy Gay transported Paschal to the Richmond County Detention Center, where she was committed on the above listed charges. Warrants were obtained and Richmond County Records Clerk Scrum was advised.
