On February 27th, 2026, at approximately 1045 hours, I, Deputy Tavin Bromell (232), was dispatched to 3333 Mike Padgett Hwy, Augusta, GA 30906 (Time Saver), in reference to a public indecency incident.

Upon arrival, I made contact with [WITNESS #1] (witness). [WITNESS #1] stated that he observed Gary Lamb (arrested), who appeared to be intoxicated, standing in the roadway in front of 3333 Mike Padgett Hwy, attempting to flag down vehicles. [WITNESS #1] stated that he approached Lamb to tell him to get out of the roadway due to the danger. [WITNESS #1] stated that Lamb became agitated, yelled at him, and then asked him for money. [WITNESS #1] stated he told Lamb he did not have any money, and Lamb then walked toward the front of Time Saver near a gas pump, where he exposed his genitals and urinated by the pump.

[WITNESS #1] stated that [WITNESS #2] (witness), an employee at Time Saver, exited the store and told Lamb to leave the property. [WITNESS #1] stated that Lamb then walked toward the sidewalk, exposed his genitals again, and attempted to urinate a second time. [WITNESS #1] stated he confronted Lamb again, and Lamb then walked to 3307 Mike Padgett Hwy, Augusta, GA 30906 (John’s Party Center). [WITNESS #1] stated he had a photograph of Lamb attempting to urinate by the sidewalk.

I made contact with Gary Lamb at 3307 Mike Padgett Hwy, and Lamb was detained. I Mirandized Lamb, and he acknowledged that he understood. Lamb initially stated he had been home all day, but later stated he had gone to 3333 Mike Padgett Hwy to purchase alcohol. When asked whether he urinated in public, he confirmed that he did and stated it was better than urinating on himself, corroborating [WITNESS #1]’s statement.

I made contact with [WITNESS #2] at 3333 Mike Padgett Hwy. [WITNESS #2] stated that he observed Lamb expose his genitals and urinate at one of the gas pumps, and he confronted Lamb. [WITNESS #2] stated that Lamb then walked toward the sidewalk, exposed his genitals again, and attempted to urinate, but was confronted by [WITNESS #1] before walking to 3307 Mike Padgett Hwy.

Lamb was taken into custody and transported to RCJ. Warrants were applied for and approved. Records Clerk [REDACTED] was notified of the warrant. [WITNESS #1] and [WITNESS #2] were both given case cards and instructed on how and where to obtain a copy of the report.
