On Saturday, January 17, 2026, at approximately 1108 hours, Deputy Hannah Gay was patrolling the area of Damascus Road and Kentucky Avenue in her marked patrol vehicle. Deputy Gay observed what appeared to be a possible verbal altercation located at [1700 BLOCK] Kentucky Ave. Deputy Gay observed a black male, later identified as James Blair, standing near a gold Ford Escape (GA Tag [REDACTED]) and he was making boisterous hand movements.

As Deputy Gay was approaching the above listed address, Blair entered into the driver side rear of the vehicle and the vehicle began to leave the scene. Deputy Gay observed several people outside of the above listed address running towards Deputy Gay’s patrol vehicle and they were pointing towards the gold Ford Escape while yelling something unknown.

Deputy Gay conducted a traffic stop on the above listed vehicle and made contact with the driver, [REDACTED], and back seat passenger, Blair. [REDACTED] was speaking loudly and advised she was upset due to her son, Blair, and the mother his child, [VICTIM #1], being involved in a verbal dispute. [REDACTED] would not advise further about the incident.

Deputy Gay spoke with Blair, and he advised [VICTIM #1] was accusing him of something but would not advise any further. Blair did not provide any further information about the incident. Deputy Gay obtained [REDACTED]’s and Blair’s information, and they were released from the scene.

Deputy Gay went back to [1700 BLOCK] Kentucky Avenue and made contact with [VICTIM #1], who was one of the individuals pointing at Blair inside the vehicle. Deputy Gay observed that [VICTIM #1] had several injuries on her body. [VICTIM #1] stated she was inside her residence and laying in her bed when Blair, who she shares a one (1) yoa son with, entered into her room. [VICTIM #1] stated she and Blair do not reside together, but he was on scene visiting their shared child.

[VICTIM #1] stated Blair accused her of having another male drive her home from the gas station, so he slapped her twice in her face with an open hand. [VICTIM #1] stated Blair then punched her on the right side of her head with a closed fist. [VICTIM #1] stated she tried to defend herself, so she got off of the bed, stood up, and placed her hands out in front of her. [VICTIM #1] stated Blair then grabbed her fingertips on her left hand and bent them back towards her wrist.

[VICTIM #1] stated Blair also grabbed her around her neck with both hands, in a choking manner, making it to where she advised she could not breathe. [VICTIM #1] stated she was struck other times, but she could not advise any details other than being struck in her face. [VICTIM #1] stated [WITNESS #1] was on scene and broke up the altercation after being alerted to the incident.

Deputy Gay observed swelling and a bruise on [VICTIM #1]’ left eyelid, redness and swelling/knot on the right side of her head under her hair near her temple, a scrape\and bruise on the left side of her neck, fingernail scratches and fresh blood on the right side of her neck towards her ear, fingernail scratches on her left hand, and swelling to her left hand/wrist area. [VICTIM #1] advised she was unable to move her wrist and/or fingers.

Central EMS Med Unit 21 responded to the scene and suggested [VICTIM #1] be transported to the hospital due to the injury to her hand/wrist. [VICTIM #1] advised she would transport herself after finding childcare.

Deputy Gay spoke with [WITNESS #1], who stated [VICTIM #1]’ twelve (12) yoa daughter, [REDACTED BY AGENCY], arrived home and heard the altercation between [VICTIM #1] and Blair. [WITNESS #1] stated [REDACTED BY AGENCY] advised her that [VICTIM #1] was being chocked by Blair. [WITNESS #1] stated she entered into [VICTIM #1]’ room and separated the two. [WITNESS #1] stated Blair exited the residence and waited on his mother to pick him up.

Deputy Gay spoke with [REDACTED BY AGENCY], who advised she returned home and heard an altercation, so she went into her mother’s, [VICTIM #1]’, bedroom. [REDACTED BY AGENCY] stated she witnessed Blair chocking her mother. [REDACTED BY AGENCY] stated Blair had her mother bent over and in a headlock position, so she went and advised [WITNESS #1].

[VICTIM #1] and [WITNESS #1] both advised they were preparing to contact law enforcement when Deputy Gay arrived in the area.

Richmond County Sheriff’s Office Criminal Investigations Division was advised, and they responded to the scene. The investigation was turned over to Investigator Dakota Clark.
