On Saturday, the first day of August 2026, I, Deputy Desmond Turner (226P), and Deputy La’Kadrain Griffin (226) were dispatched to a structure fire call. Fire Crews on scene at [3400 BLOCK] Essex Place, Hephzibah, GA 30815, had requested law enforcement to respond quickly due to a mentally ill subject acting out on scene.

Deputy Griffin and I arrived in the area of the address listed above and walked down the road to the scene. On approach to the scene, I observed multiple fire personnel around a black shirtless black male with khaki pants. The male was crying and uttering things to himself while he was pulling away from them. Deputy Griffin and I were able to talk to the male while he was on the ground and briefly calm him down to get him into handcuffs. Cpl Scott (C23) and Deputy Blount (C23P) assisted in controlling the subject from harming himself while in handcuffs. Mr. Johnson was transported to Wellstar Hospital; Deputy Blount rode in the EMS vehicle with the subject, and Cpl. Scott drove behind.

Following getting the male in handcuffs, who was later identified as Jemisen Johnson, I went to speak to the subject’s sister. The sister was identified as [VICTIM #1] (Victim); she was sitting in a car in front of the scene. Ms. [VICTIM #1] was crying, shouting at everyone, and was on the phone with her mother at that time. I asked Ms. [VICTIM #1] what happened; she stated she was in her room when her partner alerted her. She continued to say her partner came into her room and told her that her brother was “trippin”. She then left her room to see what was going on and saw that her brother, Mr. Johnson, attempted to burn the house down with a hot pot of oil on the stove. She turned the stove off. Ms. [VICTIM #1] added that her brother was yelling, “Fu*k it,” “we all gonna die today.” Yet unbeknownst to her, Mr. Johnson had already set a fire in the garage before he eventually told her.

I finished interviewing Ms. [VICTIM #1] and began interviewing her partner, [VICTIM #2]. Mr. [VICTIM #2] said he was asleep when he was woken up by the smoke alarm and saw Mr. Johnson doing things on the stove. Mr. [VICTIM #2] went into Ms. [VICTIM #1]’s room to alert her about Mr. Johnson’s actions. Mr. [VICTIM #2] stated that Mr. Johnson yelled out, “We are all dying; I just set the garage on fire.” Mr. [VICTIM #2] then continued to say Ms. [VICTIM #1] opened the garage door, and that’s when they saw the smoke, prompting them to evacuate the house. Mr. [VICTIM #2] did advise that he ran back into the house to grab the keys to a vehicle.

Concluding the interview with Mr. [VICTIM #2], we continued to gather information regarding the situation. We relayed information to Fire Investigators Inv. [REDACTED] and Lt. [REDACTED]: Also to Sgt. William Hornsby (B-1) and Inv. Pettite (723) from CID. Inv. Pettite responded to the scene, and Fire Inv. [REDACTED] stated that he will work with CID and secure the warrants.

We were advised that Mr. Johnson suffers from schizophrenia, bipolar disorder, and depression.
