RICHMOND COUNTY, Ga. – A man who had gone to a probation officer’s office to report after being released from jail on bond exposed himself and masturbated in front of the office manager, according to a Richmond County sheriff’s deputy’s narrative.
Vernon Lee Labord II, whose booking record was dated April 29, 2026, was charged with public indecency after the April 24 incident at an office on Laney Walker, the report states.
Deputy Mauratae Johnson responded to an indecency call and spoke with Keyona Wigham, identified in the narrative as the office manager and a probation officer, according to the report. Wigham told the deputy that Labord was in her office to report after being released from jail on bond.
As she was looking at her computer, Wigham “noticed movement from Labord which prompted her to look under her computer screen,” the narrative states. She reported that Labord’s genitals were exposed and that he was masturbating.
Wigham “immediately told Labord to get out,” and he stood up, covered himself and left, according to the report. Labord was gone when the deputy arrived, and a warrant was secured for his arrest. Deputies from the sheriff’s south unit were unable to make contact with him at a Hephzibah address, the narrative states.
Prosecutors filed a formal accusation on May 1, 2026, charging Labord with public indecency.
Labord pleaded guilty to public indecency on May 12, according to court records. The court sentenced him to 30 days of confinement, 12 months of probation, 40 hours of community service and a $500 fine.
