On 04/26/2025 at 0952 hours, I, Deputy Lance Tucker (Unit 234) responded to [2500 BLOCK] Sand Ridge Court in reference to a returned missing juvenile (Case# 25-082554). Upon arrival, Dep. Tucker spoke with Complainant/ [WITNESS #1] and Other/[WITNESS #2] who stated his daughter returned and admitted to having sexual relations with Suspect/Noah Stutzman.

[WITNESS #1] and [WITNESS #2] stated that their daughter Victim/[REDACTED BY AGENCY] admitted to having sexual intercourse with Stutzman at some point last night when she was reported as a runaway. [WITNESS #2] was notified that [REDACTED BY AGENCY] was at a friend’s residence and picked [REDACTED BY AGENCY] up from there. [WITNESS #2] brought [REDACTED BY AGENCY] home and called 9-1-1 to report that she has returned home. Dep. Tucker will be completing an Unruly Juvenile report for [REDACTED BY AGENCY]

[REDACTED BY AGENCY] stated she snuck out of the home around midnight. She contacted Stutzman using an iPhone 13 that her parents were unaware she was in possession of. They arranged to meet at an intersection near the residence where Stutzman picked up [REDACTED BY AGENCY] in a vehicle. [REDACTED BY AGENCY] advised they hung out in the vehicle for a period and later exited the vehicle. As described by [REDACTED BY AGENCY] they began to “make out” in a yard by a tree. [WITNESS #1] showed Dep. Tucker bruising on the right side of [REDACTED BY AGENCY] neck that appeared to be a hickey. [REDACTED BY AGENCY] confirmed the bruising was a hickey from Stutzman. [REDACTED BY AGENCY] then stated Stutzman laid on the ground and they had intercourse. [REDACTED BY AGENCY] told her parents that a condom was used.

Dep. Tucker contacted Inv. Dobbins who advised on course of action.

While speaking with [REDACTED BY AGENCY] and her parents, [REDACTED BY AGENCY] lied several times and was uncooperative. [REDACTED BY AGENCY] refused to unlock the iPhone 13. It was not determined where she obtained the iPhone 13. [WITNESS #1] and [WITNESS #2] added that [REDACTED BY AGENCY] iPhone 6 was taken from her approximately one year ago. Dep. Tucker obtained both cellphones that are reported to be the juveniles and turned them into evidence under property receipt number 544471.
