On 06/12/2026 at 02:12, I, Deputy Paul Whittenberger (315), along with Deputy Ashley Henriquez (310), responded to [2700 BLOCK] Wheeler Road in reference to a disturbance.
Upon arrival, I made contact with the complainant, identified as Randy Newsome. Newsome stated that there were people inside his residence, specifically in his kitchen and walking throughout the house. Newsome stated that he had asked the subjects to leave multiple times, but that they refused. Newsome further stated that the subjects were currently in his living room and on his kitchen table.
Deputies conducted a check of the residence and the surrounding property. During our investigation, deputies observed no subjects inside the residence, no subjects outside the residence, and no signs indicating that anyone had recently entered or exited the home. Deputies also did not observe any evidence to support Newsome’s claim that unknown individuals were inside the residence.
Deputies had previously responded to the listed address earlier in the evening under case number 26-119535 in reference to a suspicious person complaint. During that incident, deputies made contact with Carol Loftis, who stated that there were people inside the attic of the residence. Deputies also made contact with Randy Newsome, who attempted to show deputies what he believed were shadows of people moving inside the attic. Newsome pointed out shadows visible from outside the residence and through a hole in the ceiling; however, deputies were unable to locate any persons inside the attic or any evidence that anyone was present.
Due to the listed address being known for frequent disturbance and suspicious person complaints, and due to the repeated reports of individuals allegedly being inside the residence without deputies locating any persons or evidence supporting the claims, further investigation was conducted into the history of calls for service at the residence.
I, Deputy Paul Whittenberger (315), contacted Dispatch and spoke with Dispatcher [REDACTED], who reviewed the call history for the listed address from 06/02/2026 through 06/12/2026. Dispatcher [REDACTED] advised that Richmond County Sheriff’s Office deputies had responded to the residence on numerous occasions during that time period.

During each of the above incidents, deputies responded to investigate the complaints and were unable to locate any suspects, victims, evidence of criminal activity, or circumstances requiring emergency law enforcement intervention. The complaints consistently involved reports of unknown persons being inside or around the residence; however, deputies were unable to substantiate those claims.
Due to the frequency of the calls for service, the nature of the repeated complaints, and the lack of any evidence supporting the reported emergencies, Randy Newsome and his fiancée, Carol Loftis, were apprehended due to the repeated use of emergency services for incidents that did not involve a legitimate emergency-related purpose.
