On May 20, 2025, I, Deputy Tiyana Grimes (#324), was dispatched to [2300 BLOCK] Ruby Dr. (Residence) in reference to Abuse.

Upon arrival, I spoke with [WITNESS #1] (Complainant/Neighbor), who stated when she went to take her trash out, she heard [REDACTED BY AGENCY] crying. She stated [REDACTED BY AGENCY] came to her residence and would not return. She stated that [REDACTED BY AGENCY] was alone outside the residence with no adult supervision. She stated [REDACTED BY AGENCY] was filthy with a soiled diaper and matted hair. She then stated that she is usually kept in that condition. She also stated that DFCAS has came out multiple times concerning [REDACTED BY AGENCY]

I then went to [2300 BLOCK] to make contact, and the door was unlocked. I knocked on the doors and windows and was able to get in contact with [WITNESS #2] (Great-great grandfather), who stated he was unaware that [REDACTED BY AGENCY] had gotten out of the residence and didn’t know she was left there. He stated that Rebekah Chastain (Suspect/Mother) leaves the juvenile often without telling him.

When Rebekah returned to the residence, she stated she did tell [WITNESS #2] she was leaving and to watch the child before locking the door behind her. She stated [REDACTED BY AGENCY] was asleep when she left, and she blocked her in so she wouldn’t get out. She then stated that [REDACTED BY AGENCY] is smart, and she can’t help that she knows how to unlock the door and get out of the residence. She stated she has to go make money with her boyfriend [REDACTED], and [WITNESS #2] lives with her, so he should be able to watch [REDACTED BY AGENCY] She stated that [REDACTED BY AGENCY] was not going to be removed from her custody, and she gives her baths, changes her diaper, and takes good care of her.

Upon DFACS arriving on the scene, I spoke with [REDACTED] (Case Manager) and informed her of the incident that occurred. I was advised that this has been an ongoing issue with Rebekah concerning [REDACTED BY AGENCY] While DFACS was conducting a walk-thru of the residence, Rebekah was instructed to give [REDACTED BY AGENCY] a bath because she was still covered in feces and in a soiled diaper. Rebekah got upset because she felt she shouldn’t have to give [REDACTED BY AGENCY] a bath at that time.

While on scene, per DFACS, [REDACTED BY AGENCY] was taken out of Rebekah’s custody. A safety plan was put in place, and Rebekah was taken into custody and transported to RCJ without incident. All parties were given case cards and informed that a report would be on file. Inv. Perkin in CID and in [REDACTED] Records notified
