Vehicle 1 had just backed from a parking space in the parking lot of [2500 BLOCK] Center West Parkway, River Creek Apartments, Vehicle 2 was parked, unoccupied, facing west in the same parking lot. The Witness was traveling south in the same parking lot.
The Driver of Vehicle 1 stated that he was moving his car and stated he didn’t stay at the scene of the crash because he had no drivers license. He also stated that he never got insurance on his vehicle and he had a friend drive it to the complex when he recently purchased it. The Driver of Vehicle 2 stated that she was told about the crash after it occurred.
