On Tuesday, February 10, 2026 at 1813 hours I, Deputy Dawson Dowdy and Deputy Brandon Watson were dispatched to [1100 BLOCK] 10TH Ave in reference to a burglary in progress.

Upon arrival, Deputies made contact with a black male later identified as complainant [WITNESS #1] who stated that an unidentified black female had broken into his neighbor’s ([VICTIM #1] / Victim) residence at [1100 BLOCK] 10TH Ave. [WITNESS #1] advised that he was on the phone with [VICTIM #1] and that he could hear them walking but did not know their current location.

[WITNESS #1] further advised that they had walked in the direction of 11th Ave from behind [1100 BLOCK] 10TH Ave. [WITNESS #1] stated that there was a firearm involved. [WITNESS #1] stated the unidentified black female was wearing an orange and black jumpsuit, and that she was carrying a dog.

Deputies began searching the surrounding area for the two described individuals. Deputy Aaron Digiacomo T-14 made contact with the two females at [1100 BLOCK] 12TH Ave on the side of the residence. Deputy Digiacomo stated that when he exited his patrol vehicle, he heard a female voice yelling “Get in the house!”

Deputy Digiacomo stated that he observed the unidentified black female in the driveway at the rear of the residence. Deputy Digiacomo stated he held the female at gunpoint at which time she threw a black Smith & Wesson Handgun (Serial #NER8307) near the steps at the rear of the residence.

Deputy Digiacomo placed the suspect, later identified as (Shakeila Hicks) into custody without further incident. Hicks was placed into the rear of patrol car 302. Deputy Digiacomo stated that he observed an older black female on the back porch of [1100 BLOCK] 12TH Ave during the arrest. The black female was later identified as other [WITNESS #2].

[VICTIM #1] was laying on the sidewalk in front of [1100 BLOCK] 12TH Ave in visible distress. [VICTIM #1] was coherent but was hardly understandable. [VICTIM #1] stated that she had seizures and needed her medication. Deputies requested EMS and MED 14 arrived on scene and assessed [VICTIM #1]. MED 14 later transported [VICTIM #1] to Wellstar MCG for treatment.

Deputies observed a lump on the right side of [VICTIM #1]’s head, scratches on both of her hands, and lumps on her wrists. Deputies did not observe any other injury to [VICTIM #1].

Deputies tried speaking with [VICTIM #1] and were able to make out from her statements that Hicks had stolen her dog. [VICTIM #1] stated that she and Hicks had gotten into a physical altercation when Hicks pulled out a firearm and pointed it at her. [VICTIM #1] stated Hicks pulled the trigger but that the firearm did not go off. [VICTIM #1] then advised that Hicks racked the firearm, and a cartridge came out. [VICTIM #1] said after Hicks racked the firearm, she hit her in the head with it.

During our investigation at [1100 BLOCK] 12TH Ave Deputies read Hicks the Miranda Warning while she was in the rear of the patrol vehicle. Hicks agreed to speak to Deputies. Hicks stated that [VICTIM #1] had purchased a yorkie dog from her in 2025. Hicks stated that [VICTIM #1] had made a payment agreement with her, but that she had only completed 2 of the agreed upon payments.

Hicks further stated that she had come into contact with [VICTIM #1] on 10TH Ave and had said that she wanted her dog back. Hicks advised that [VICTIM #1] told her to get the dog from her residence at [1100 BLOCK] 10TH Ave. Hicks stated she saw the dog in the front window of the residence and had attempted to get the dog out of the window. Hicks then stated that the dog had gotten stuck in the window and that she pushed the window in and proceeded inside the residence and took the dog.

Hicks further stated that [VICTIM #1] had approached her with a firearm, and that the two of them began a physical altercation. Hicks advised that she pushed [VICTIM #1] to the ground and had taken the firearm from [VICTIM #1] to protect herself. Hicks then stated she left the scene with the dog and walked to [1100 BLOCK] 12TH Ave to give the firearm to Ms. [WITNESS #2] in order to give the firearm back to [VICTIM #1]. Hicks stated that [WITNESS #2] was watching her children, and that [VICTIM #1] had followed her over to [1100 BLOCK] 12TH Ave.

Hicks stated that when Deputies arrived that she did not have a gun in her hand, but that it was instead a black cell phone.

Deputies spoke with other [WITNESS #2] the owner of [1100 BLOCK] 12TH Ave. [WITNESS #2] stated that she was watching Hicks’s children when Hicks left her residence for a walk at approximately 1730 hours. [WITNESS #2] further stated that she then came outside of her residence to tell the children to come inside, when she noticed Hicks walking up to the residence. [WITNESS #2] stated that she saw [VICTIM #1] out front of her residence, but that Hicks had gone around the back along the driveway.

[WITNESS #2] then stated she went to the back porch of her residence where she observed Deputies holding Hicks at gun point. [WITNESS #2] stated that she did not know [VICTIM #1], but that she knew she lived on 10TH Ave.

Deputies retrieved the black Smith & Wesson M&P 9mm handgun (serial #NER8307) from the rear of [1100 BLOCK] 12TH Ave and ran the firearm through Records where it came back not having been reported stolen or missing. Deputies also ran Hicks’s criminal history through Records where it came back with a Felony conviction on 11/03/2006 for Forgery in the 1ST Degree out of Jefferson County Superior Court.

Deputy Amanda Bruneio responded to [1100 BLOCK] 10TH Ave to speak with potential witnesses. Deputy Bruneio spoke with witness [WITNESS #1] who stated that he was sitting on his front porch when Hicks approached him asking for a cigarette. [WITNESS #1] advised that Hicks then stated that she was going to “break into this bit*h’s house”.

[WITNESS #1] stated that [VICTIM #1] was down 10TH Ave when Hicks broke into the residence. [WITNESS #1] stated [VICTIM #1] arrived at her residence and that the two females began fighting in the driveway of [1100 BLOCK] 10TH Ave. [WITNESS #1] stated that he did not call 911 until he saw Hicks pointing a firearm at [VICTIM #1] during the altercation.

Deputy Bruneio also spoke with another witness [WITNESS #3] who was at [1100 BLOCK] 10TH Ave when he observed Hicks and [VICTIM #1] in a physical altercation. [WITNESS #3] stated that Hicks was holding a dog during the altercation and that she was pointing a gun at [VICTIM #1]. [WITNESS #3] further stated that Hicks began walking towards 12TH Ave and that [VICTIM #1] followed her in attempt to get her dog back.

[WITNESS #3] took photos of the altercation showing Hicks pointing a black handgun at [VICTIM #1] while [VICTIM #1] was on the ground trying to grab at the firearm.

Deputies observed a window that was pushed in located to the right of the front door of [1100 BLOCK] 10TH Ave. There did not appear to damage to the window, just that it had been removed from the track. Photographs were taken of [1100 BLOCK] 10TH Ave, the cartridge from the firearm at the rear of the residence, the residence of [1100 BLOCK] 12TH Ave, and the injuries to [VICTIM #1] via Axon Capture and attached to this case number.

The dog was released to [VICTIM #1]’s mother, and the children were left in the care of [WITNESS #2] who stated their father was on the way to get them. The Smith&Wesson M&P 9mm was entered into 400 Walton Way evidence locker B2 with property receipt #546600.

CID Investigator Brittany Jones and Sgt. Ryan Ferguson were notified by Sgt. Ryan Digiacomo. They advised this course of action and Sgt. Ferguson approved application for the noted charges. The value of the Yorkie dog is unknown at this time.

Wellstar MCG Emergency Department was contacted and advised [VICTIM #1] is in stable condition and that broken bones are possible in her wrists, but this was not confirmed by X-Ray at this time.

Hicks was also found to have unrelated outstanding warrants. Warrants for this incident were applied for and obtained by me. Warrants were printed and verified by [REDACTED] in Records.
