On September 26, 2025 at 21:23 hours, I Deputy Griffin, La’Kadrian (421) was dispatched to [2500 BLOCK] Thomas Lane in reference to an assault. Once on scene I observed a male identified as [WITNESS #1] (complainant) and about 9 juveniles outside the apartment complex. I made contact with [WITNESS #1] and he stated he was sent a video of his 11-year old daughter, [REDACTED BY AGENCY] (victim) being hit with a belt by her 17-year old brother, Lomax, Stanley Jr. (primary aggressor).

I also overheard a younger sibling tell [WITNESS #1] that Stanley Jr. had punched and stomped on [REDACTED BY AGENCY] head. [WITNESS #1] also stated when he sent the video to [WITNESS #2] in attempt to get answers, she told him she didn’t want to see it. I watched the video and it showed Stanley Jr standing over [REDACTED BY AGENCY] in a corner and hitting her with a belt while she held her hands out and told him to stop and that she hated him before getting up. The belt could be seen hitting various parts of [REDACTED BY AGENCY] body due to her moving and using her hands as a shield. The video did not show Stanley Jr. punch or stomp on [REDACTED BY AGENCY] head.

I then made contact with Stanley Jr and their mother [WITNESS #2] (other) inside the residence. Stanley Jr stated he was left in charge by their mother to watch his younger siblings. Stanley Jr stated his sister [REDACTED BY AGENCY] missed the bus and he was given instructions by their mother that the younger siblings do not go outside due to her being at work and them also not going to school. Stanley Jr stated [REDACTED BY AGENCY] went outside anyway and was brought back inside but she then went back outside. Stanley Jr stated [REDACTED BY AGENCY] said they wasn’t her mother and was no longer following commands given so Stanley Jr whooped her. Stanley Jr stated he did not intentionally beat his sister but the belt was striking [REDACTED BY AGENCY] everywhere because she was moving.

Stanley Jr brought up concerns of [REDACTED BY AGENCY] bad behavior and listening skills and [WITNESS #2] co signed stating she had been receiving calls from the school about [REDACTED BY AGENCY] behavior. I checked [REDACTED BY AGENCY] for bruises and had her mother, [WITNESS #2] take her inside and double check but did not see any. I contacted Sergeant Doyle, Burney and he advised me to contact Sergeant Evans, Joshua (B71) in CID. Sergeant Evans, Joshua (B71) arrived on scene and began to conduct interviews. I was advised we did not have enough to take Stanley Jr. into custody at the moment but CID would be implementing further action for a full investigation.

I contacted DFACS and spoke to [REDACTED] who advised they did not have any personnel available as they were already handling cases and would come out as soon as possible, after 03:00 hours but before 06:00 hours. I explained [WITNESS #1]’s concerns about his younger children being retaliated against by [WITNESS #2] and the older children. [REDACTED] told me that since they were separated at the moment being the dad and younger children were outside and the mom and older children were inside there wasn’t an imminent danger. [REDACTED] stated although she didn’t think there was a present high risk if the kids were to feel unsafe they could call dispatch.

I explained to both [WITNESS #2] and [WITNESS #1] that DFACS would be coming later in the day. I told [WITNESS #2] and [WITNESS #1] they could not retaliate or inflict cruel and unusual punishment due to the ongoing situation and they agreed. [WITNESS #2] stated she did not want the kids to go with [WITNESS #1]. [WITNESS #1] stated the other kids could go in the house but he would not make [REDACTED BY AGENCY] go if she did not want to. I called Corporal Lucree (C43) to the scene and he explained to [WITNESS #1] that because he and [WITNESS #2] were not married and the kids live with her and also due to DFACS assessment, all kids would have to go inside and get ready for bed.

[REDACTED BY AGENCY] did not leave and began to cry. [WITNESS #1] made comments that he wasn’t making [REDACTED BY AGENCY] leave and if he felt like we were hurting her we would have to shoot him. I gently assisted [REDACTED BY AGENCY] out the car all while attempting to calm her down. Once I got [REDACTED BY AGENCY] inside I addressed [WITNESS #2] and [REDACTED BY AGENCY] big brothers so [REDACTED BY AGENCY] could see they were told to not participate in any forms of retaliation. Corporal Lucree (C43) explained to [WITNESS #2] that siblings should not discipline other siblings and that she had the right to take [REDACTED BY AGENCY] phone that was given to her by her dad but could not destroy it.

[WITNESS #2] stated she no longer wanted [WITNESS #1] on her property. [WITNESS #2] was advised [WITNESS #1] was not to be on her property unless warranted. [WITNESS #1] stated [REDACTED BY AGENCY] has advised him about Stanley Jr beating on her about 5 or 6 times but he didn’t report due to not having video evidence until now. This information was included in the DFCACS case screening. It should also be noted [WITNESS #1] doesn’t live in the home but [REDACTED BY AGENCY], Stanley and their siblings do. Also DFCACS did not show before my shift ended at 0600 hours and that I was advised [WITNESS #2] declined medical treatment for [REDACTED BY AGENCY] due to claims of being punched/ stomped in the head.
