On Thursday October 1, 2026, at 0717 hours, I, Sgt. Eric McCants was working a special duty assignment at Wal-Mart (3209 Deans Bridge Road). While working the assignment I was approached by an unknown subject that stated that a white male was naked behind Golden Jeweler Store pleasuring himself and using methamphetamine on a couch.

I walked to the rear of the building and seen Mr. Timothy Jordan (offender) laying a brown couch with no clothes off. Additionally, I seen him rubbing his genitals in an up and down motion while looking at his phone. I contacted dispatch and requested an additional unit to assist with this incident.

Dep. Reginald Holcombe arrived on scene and assisted with the incident. I briefed him of the situation before we contacted Mr. Jordan.

We walked to rear of the building and Mr. Jordan was still pleasuring himself but partially covered himself with a blanket. Once Mr. Jordan noticed us approaching, he immediately stopped rubbing himself. As we approached, Mr. Jordan was still laying on the couch with a blanket over his body. Additionally, he had a methamphetamine pipe in his left hand. Dep. Holcombe detained Mr. Jordan at that time. Lastly, Dep. Keon Travis arrived on scene and assisted with the incident.

As I spoke to Mr. Jordan, I could tell that he was under the influence of some type of narcotics. He spontaneously uttered that he was touching himself but also stated that he was covered. After we detained Mr. Jordan, we helped pull his pants up because they were below his waist. Lastly, Mr. Jordan started making outlandish comments that he worked for the sheriff’s office and that he was currently in the military.

Dep. Holcombe and I placed Mr. Jordan in the rear of Dep. Holcombe car. Dep. Travis searched the couch and all of Mr. Jordan belongings due to him being in possession of drug related object (used methamphetamine pipe). Dep. Travis searched the couch and directly under where Mr. Jordan was laying was a paper of shorts. Under the shorts was a clear jar that contained approximately 1.2 grams of methamphetamine. Nothing else of value was discovered during the search.

I read Mr. Jordan the Miranda Warning, and he stated that he will speak to me without a lawyer present. Mr. Jordan stated he has seizures. He said he had been pleasing himself and then having seizures. Mr. Jordan started talking about various topics not related to the situation.

I seized the methamphetamine at the time of incident. I placed the methamphetamine in the drug safe at the Richmond County Sheriff’s Office under property receipt# 510993 for evidence.

I seized a black case that had clippers in it, and a suitcase that had miscellaneous clothes inside of it and placed it in the evidence room under property receipt# 545169 for safekeeping.

I did an inquiry through GCIC on Mr. Jordan and discovered that he was banned from Wal-Mart and Dollar General in that plaza.

Mr. Jordan was arrested and transported to the Richmond County Jail. He was charged with Indecent Exposure, and Possession of Methamphetamine.
