On September 13, 2026, at 0448 hours, I, Deputy Cameryn Cook (307), responded to 1947 Gordon Hwy (Circle K), in reference to an individual reportedly committing indecent exposure.
Upon arrival, I observed a male matching the description provided by dispatch on the left side of the front parking area of the Circle K. I made contact with the individual, who identified himself as Tomas Cerqueda Bolanos (Arrested).
I instructed Tomas to place his hands on the front of my patrol vehicle so I could conduct a pat-down for weapons. I then asked Tomas what he was doing in the parking lot, to which he stated he was working. It was determined that Tomas was not employed by Circle K. While speaking with Tomas, I detected the odor of an alcoholic beverage emitting from his person. I contacted dispatch to determine whether the complainant from the original call wished to speak with me, however, the complainant declined to make contact.
Prior to my arrival, an additional call had been made to dispatch regarding Tomas allegedly touching himself inappropriately in the parking lot. The complainant for this call was identified as [WITNESS #1] (Complainant).
[WITNESS #1] stated he initially parked on the far left side of the front parking area near a tree. [WITNESS #1] stated that while looking toward the left side of his vehicle, he observed Tomas lying on his side behind the tree with his genitals exposed and mast*rbating for an extended period of time.
[WITNESS #1] stated that after observing Tomas, he moved his vehicle to a different parking space located on the far right side of the front parking area in front of the store. [WITNESS #1] provided me with a photograph he had taken of Tomas while Tomas had his p*nis exposed and in his hand.
I then detained Tomas and began requesting identifying information from him. Although Tomas had previously communicated with me in English, he repeatedly stated that he did not speak English after I asked for his name. Tomas eventually provided the name Anthony Santos and a date of birth of [REDACTED]. I ran the information provided by Tomas through GCIC, which returned no results.
I asked Tomas for his name several additional times. Tomas either stated that he did not speak English or shook his head without providing an answer.
While Tomas was detained, I observed that his pants remained unzipped. Deputy Tyler Holland (305) conducted a search of Tomas’s person and located an unopened Modelo beer can inside Tomas’s left pant leg.
Based on the information provided by Tomas, I completed a committal and submitted it to the jail for processing.
Upon arriving at the jail, I again asked Tomas to provide his correct name and date of birth. Tomas did not provide his identifying information. I then contacted an off duty certified law enforcement officer with the Richmond County Marshal’s Office, Esmeralda Esquilin (M66), who speaks fluent Spanish.
I requested that the Spanish speaking officer communicate with Tomas in Spanish and ask him a series of questions that I had regarding his identity.
When asked in Spanish to provide his name and date of birth, Tomas stated his first name was Tomas but refused to provide his full last name. At one point, Tomas provided a date of birth of [REDACTED]. Tomas later provided his correct first name and date of birth, however, he only provided four letters of his last name, which were also determined to be incorrect. I instructed the Spanish speaking officer to advise Tomas that if the identifying information he provided was determined to be false after he was fingerprinted, he would face an additional charge for providing false identifying information.
Tomas then told the Spanish speaking officer that he did not want to provide his true information because he had a missed court date.
Tomas was fingerprinted, which revealed his true identity being Tomas Cerqueda Bolanos with a date of birth [REDACTED].
A GCIC check of Tomas revealed an active State Court bench warrant out of Richmond County. The warrant was verified by RCSO Records Clerk [REDACTED].
Thomas was issued a citation for Public Intoxication. The citation number is 343035.
The photograph provided by [WITNESS #1] was uploaded to Axon under the corresponding case number.
