On 07/16/2026 at approximately 2035 hours, I, Deputy Gilbert Bernal (409), was dispatched to [2100 BLOCK] Veterans Drive in reference to a report of shots fired.
Upon arrival, I made contact with seven individuals identified as [VICTIM #1], [VICTIM #2], [VICTIM #3], [VICTIM #4], [VICTIM #5], [VICTIM #6], and [VICTIM #7]. Each individual was interviewed separately and provided consistent statements regarding the incident.
The witnesses stated that after finishing work, they all returned to the residence located at [2100 BLOCK] Veterans Drive and were socializing together. They advised that Victor Lopez-Reed (suspect) asked [VICTIM #1] to cut his hair. [VICTIM #1] agreed and completed the haircut, after which Lopez-Reed thanked him. A short time later, [VICTIM #1] and two coworkers left the residence to go to Walmart. The witnesses stated Lopez-Reed began consuming alcoholic beverages after they departed.
When [VICTIM #1] and the others returned from Walmart, they observed Lopez-Reed acting aggressively and appearing highly agitated. The witnesses stated Lopez-Reed repeatedly asked who was “the toughest” among them and challenged everyone to fight. They advised they attempted to calm Lopez-Reed down and de-escalate the situation. To avoid further confrontation, the group escorted Lopez-Reed outside the residence. Once outside, they continued attempting to calm him; however, Lopez-Reed remained confrontational and continued demanding to fight someone.
The witnesses stated they then re-entered the residence and locked the front door,leaving Lopez-Reed outside. Lopez-Reed began kicking and pounding on the front door while yelling for them to come outside and fight. He also removed a window screen from the residence and struck the exterior walls with his fists. Lopez-Reed then picked up his bicycle and moved it toward the street before returning to the front door, where he again kicked and struck the door.
The witnesses advised Lopez-Reed then walked to a black backpack he had left nearby. He initially removed a work vest from the backpack before returning toward the front of the residence. He then returned to the backpack a second time, removed a handgun, and fired multiple rounds toward the residence, striking the front of the house. After discharging the firearm, Lopez-Reed fled the area on his bicycle. Some of incident was recorded.
After several minutes, the occupants exited the residence to ensure Lopez-Reed had left the area. A short time later, Lopez-Reed returned driving his personal vehicle, described as a white Ford SUV. [VICTIM #1] recognized the vehicle and alerted the others that Lopez-Reed had returned. As the group fled for cover, Lopez-Reed drove to the front of the residence and fired additional rounds toward the house. Three individuals ran back inside the residence, while the remaining four fled behind the residence into a wooded area to avoid being struck by gunfire.
The residence sustained damage consistent with being struck by gunfire. No injuries were reported by any of the individuals on scene.
Due to the nature of the incident, the Criminal Investigation Division (CID) was notified. The investigation was turned over to Investigator Miller (716) for further investigation.
