On July 13, 2025 at 1132 hours, Deputy April Cody was dispatched to [900 BLOCK] Stevens Creek Rd., apartment [REDACTED], Rocky Creek Apartments, in reference to an assault. Upon arrival contact was made with suspect, William Blackmon, who was not aware 911 had been called by his granddaughter/victim, [REDACTED BY AGENCY].

[REDACTED BY AGENCY] did not want to speak in front of her grandfather then handed me her cellphone and texts were read that she sent to text 911, stating she was raped by her grandfather. William Blackmon then became upset that [REDACTED BY AGENCY] called 911 and wanted to read what was in the phone.

Deputy Cody then took [REDACTED BY AGENCY] out of the apartment and outside to speak with her. [REDACTED BY AGENCY] stated she was 10 years old, and has been living with her grandfather for the past 4 years due to her mother, [REDACTED], abandoning her and her 7 year old brother, [REDACTED BY AGENCY], due to drug addiction and being incarcerated. [REDACTED BY AGENCY] stated her father was in prison.

Deputy Cody then briefly asked [REDACTED BY AGENCY] what happened and she stated 3-4 days ago, at approximately midnight, her grandfather came into her room while she was in bed and began to rub her private parts outside of her clothing. [REDACTED BY AGENCY] stated he then took off her bottoms, held her down, and had sex with her.

Deputy Cody asked if she knew what sex was and she stated he put his private parts inside of her private parts. [REDACTED BY AGENCY] stated her grandfather told her not to tell anyone. Deputy Cody asked [REDACTED BY AGENCY] if she had taken a bath or showered since the incident and she stated, yes. [REDACTED BY AGENCY] then stated she is currently menstruating.

[REDACTED BY AGENCY] stated her grandfather had raped her before back in 2023, but she did not tell anyone, and she wasn’t really sure what had happened to her. Deputy Cody discontinued the interview at that point and contacted CID Investigator Foozan Monga. Deputy Cody then requested an additional Deputy to stand by with William Blackmon. Deputy Gabe Garner responded.

Investigator Monga, Investigator Christopher Brown, and Investigator Emerald Hambrick responded to the scene and Investigator Brown interviewed William Blackmon. William Blackmon stated approximately 3-4 days ago, he and [REDACTED BY AGENCY] were in a verbal dispute over television access. William Blackmon stated [REDACTED BY AGENCY] also received a phone for her birthday on [REDACTED], and since then her behavior has changed.

William Blackmon denied touching [REDACTED BY AGENCY] sexually and denied holding her down and having sex with her. William Blackmon stated that [REDACTED BY AGENCY] is behaving this way in attempts to be returned to her mother, and has made these type of accusations in other states.

William Blackmon agreed to have the residence and his cell phone searched. William Blackmon agreed to DNA collection and was adamant that a sexual assault examination and collection be completed on his granddaughter. Investigator Brown briefly spoke with [REDACTED BY AGENCY] who stated he did not see his grandfather go into his sister’s room and stated on the day the dispute happened over the television that his sister said, “Pop Pop got me fu*ked up!”

Investigator Monga then consulted with Sex Crimes Investigator Terry Gore, who advised to have [REDACTED BY AGENCY] transported to Wellstar MCG Children’s Medical Center for a sexual assault examination and collection to be completed. Investigator Monga then advised he had made numerous attempts to make contact with the Department of Family and Children Services due to William Blackmon being the guardian and suspect, and due to being unable to contact [REDACTED]. Deputy Cody transported [REDACTED BY AGENCY] to Wellstar MCG Children’s Medical Center followed by Investigator Monga.

Upon arrival at Wellstar MCG, contact was made with hospital social worker, [REDACTED], who was able to make contact with DFCS social worker, [REDACTED], who stated a social worker would be responding to the hospital and attempts would be made to make contact with other family. [REDACTED BY AGENCY] was turned over to the care of the staff at Wellstar MCG Children’s Medical Center.

No further action by this Deputy and case turned over to primary Investigator Brown who advised the charge would be rape-strongarm.
