On Tuesday, September 16, 2025, at approximately 1824 hours, I was dispatched to 3505 GA- 138, NE (BP Country Store), in Rockdale County Georgia, in reference a hold-up alarm.
Upon arrival, contact was made with the store owner, later identified as [VICTIM #1] (DOB:[REDACTED BY AGENCY]/1987), who was standing outside near the front door. [VICTIM #1] directed my attention to his van, which was parked at the fuel pumps. A Caucasian female, later identified as Felicia Ross (DOB:[REDACTED BY AGENCY]/1999), was seated in the front driver’s seat with the driver-side door ajar.
[VICTIM #1] reported that Ross had been harassing customers but did not provide specific details regarding her behavior, other than stating that she was “getting in their faces.” He further stated that Ross had entered his vehicle, a gray 2009 Honda Odyssey (GA Tag:[REDACTED])- which was parked adjacent to the fuel pumps and attempted to drive off with it. However, she was unsuccessful as the keys were not in the vehicle.
[VICTIM #1] stated that he had left his vehicle unlocked but confirmed that the keys were not inside. I then approached the vehicle and made contact with Ross, who was still seated in the front driver’s seat. Ross appeared visibly agitated and was observed ripping the cellular phone holder from the windshield and throwing it outside the vehicle, along with several other assorted items. She also threw a clear liquor bottle, which shattered upon impact with the ground. Due to her erratic behavior and potential to cause further damage or harm, I issued multiple verbal commands for her to exit the vehicle. Ross initially refused to comply and shouted, “why bro? I didn’t do sh*t! F*ck!
After several failed attempts to gain compliance, Ross eventually exited the vehicle while shouting, “This is fu*king ridiculous”. At that time, she was detained. While attempting to place her in a single set of double-locked handcuffs, Ross began to resist by tensing her arms and pulling away. I maintained control of her hands and was able to successfully secure the handcuffs without further incident.
I assisted Ross down on the ground where she searched. After searching Ross, I readjusted the handcuffs due to their placements and stood her up from off the ground and placed her in the rear seat of my patrol vehicle. I read Ross her Miranda Warning which she stated that she understands her rights and is willing to speak with me.
Post-Miranda, Ross admitted to consuming alcoholic beverages but was unable to specify the type or quantity consumed. She then refused to provide any further information and began shouting offensive and derogatory comments directed at law enforcement. I re-approached [VICTIM #1] and inquired whether he wished to pursue criminal charges against Ross for unlawfully entering his vehicle without consent. [VICTIM #1] declined to press charges related to the incident.
I instructed [VICTIM #1] to complete a written statement detailing the incident, including his decision not to pursue criminal charges against Ross. [VICTIM #1] also requested that Ross be formally trespassed from the property. Both [VICTIM #1] and Ross provided their identifying information. I returned to my patrol vehicle and conducted an NCIC/GCIC inquiry on both subjects. The results showed that [VICTIM #1]’s driver’s license is valid and that he had no active wants or warrants. The inquiry revealed that Ross’s driver’s license is suspended with no active wants or warrants.
Based on Ross’s behavior observed at the scene-including her erratic actions, refusal to comply with lawful commands, and admission to consuming alcoholic beverages-she was placed under arrest and transported to the Rockdale County Sheriff’s Jail without incident. enroute to the jail, Ross began to calm down and voluntarily admitted that she attempted to steal the vehicle because she was trying to purchase methamphetamine.
Ross was turned over to jail staff. Ross was issued a Magistrate Citation for Drunkenness in Public Place and Disorderly Conduct. She was also provided with a copy of her Criminal Trespass Warning and advised to never return to said property. Ross signed all three forms, acknowledging what is expected of her. She was also advised of her mandatory court appearance.
