On November 6, 2025 at approximately 1517 hours, I was in a stationary position at Walmart, 1436 Dogwood Dr. I was notified by the asset employee [WITNESS #1] to come inside. Once I entered into the business [WITNESS #1] was speaking with a male later identified as Gene Howard about a pair of shoes, he had on his feet without paying for and passing the point of sale.

I advised Conyers Communications to show my unit out with a shoplifting, at the location. Howard began stating someone stole his wallet and card while walking towards the asset protection, in order to speak with [WITNESS #1] who gave instructions for him to go inside the office. Once at the door Howard would not step inside. He was given instructions to place his hands behind his back, but Howard would not comply, and I assisted him to the wall while given commands. I unholstered my taser 7, due to him being combative and not complying. I continued to give instructions to place his hands behind his back but Howard did not comply, he sat down still not complying.

Other officers arrived on scene and began giving commands while I holstered my taser 7 and assisted Howard with placing his hands behind his back and removed the shoes and returned them to [WITNESS #1]. Howard was walked to the front of my vehicle and searched. [WITNESS #1] gave an itemized list for the Men’s No Boundaries Court Classic Sneaker priced at $28.98. Howard was issued citations for shoplifting and disorderly conduct (not following verbal commands).

Howard was placed into custody with his hands behind his back, handcuffs double locked, his person searched for any weapons or contraband, and the rear seat of my vehicle searched prior to Howard entrance, and transported to the Rockdale County Jail; where he was turned over to Rockdale County Jail personnel.
