On Saturday, March 14, 2025, at approximately 1951 hours, I, Officer HosenDove responded to [REDACTED BY AGENCY] to investigate a report of a suspicious person. Conyers Communications advised officers they were receiving reports of a black male wearing black with a bald head going from door to door on [REDACTED BY AGENCY] asking and soliciting sexual interactions with residents. Before arriving at the Complainants’ residences, identified as [REDACTED BY AGENCY] Ofc. McClary advised he had contact with a black suspect, who was bald, walking near the intersection of [REDACTED BY AGENCY] and [REDACTED BY AGENCY], down the street from the call location. Upon arriving at Ofc. McClary’s location, I asked Conyers Communications to contact [REDACTED BY AGENCY] and attempt to gather a more detailed description of the male suspect.
While Ofc. McClary was securing a Glock handgun replica, taken from the male suspect, later identified as Howard Headley, I spoke with Headley about his recent whereabouts. When asked what he was doing, he advised he was just walking to the store. I asked if Headley had spoken to anyone while walking and he advised he only said “how you doing” and “what’s up” to people in the neighborhood. I asked Headley where he was coming from and he pointed in the direction of West Avenue and stated Aldi’s. Conyers Communications advised [REDACTED BY AGENCY] was able to further her description of Headley, stating he was wearing tan pants with a stripe and tattoos on his neck.
Headley was detained, handcuffed, double-locked, checked for fit, and searched. I informed him why he was being placed in handcuffs and he stated, “white people lie”. When asked who said the complainant was white, he stated white people were the only two people he spoke with. He was then read his Miranda Rights to which he advised he understood his rights and wished to speak with me. I asked Headley where exactly he was coming from and he advised from the direction of [REDACTED BY AGENCY]. Ofc. McClary asked Headley how he knew the residents of [REDACTED BY AGENCY], and he stated he has seen them around. Ofc. McClary then advised Headley initially advised, to him, the residents were his friends and he was coming from a friend’s house.
I contacted [REDACTED BY AGENCY] by phone and spoke to her about the incident. She advised Headley knocked on her door and stated “you sure are pretty, you sure are pretty”. She also advised Headley stated, “I sure can make you feel good. At this time she asked Headley to leave. She advised her next door neighbor called her shortly after and told her Headley offered her $100 to allow him to come inside. Headley was placed in the rear of Ofc. McClary’s patrol vehicle, after it was checked and cleared of weapons and contraband, while I headed to [REDACTED BY AGENCY] to speak with witnesses. While securing Headley’s belongings, I felt a balky item wrapped up in arm bands. Inside the arm bands were 4 Trojan condoms. While making sure there were no drugs in Headley’s wallet, I located 2 fake $100 bills.
I relocated to [REDACTED BY AGENCY] and again spoke with [REDACTED BY AGENCY]. When asked what Headley’s exact verbiage was, she stated he told her he wanted to have sex with her. I had [REDACTED BY AGENCY] fill out a witness statement and went to speak with her next door neighbor. She advised he told her, “hello beautiful”, and offered her $100 to come inside. She advised Headley stated he was new to the neighborhood and was looking for someone named [REDACTED BY AGENCY]. When asked if Headley offered sex to her, she stated she believed that was what Headley meant by offering her money. Both witnesses appeared to be shaken up over the incident and concerned about their safety.
After retrieving the witness statement from [REDACTED BY AGENCY] I return to Ofc. McClary’s patrol vehicle. Upon arriving, due to witness testimony, the 4 condoms found on Headley, his airsoft pistol which looked and felt like a real Glock handgun, and the 2 fake $100 bills; all commonly used to lure individuals in and force them into sexual assaults, I informed Headley he was under arrest and being charged with Disorderly Conduct; false information, Disorderly Conduct; pandering-travel, and Begging and Soliciting by accosting or forcing oneself upon the company of another.
After being placed in my patrol vehicle, after it was checked and cleared of weapons and contraband, Headley was transported to the Rockdale County Jail, and booked and lodged under the above-mentioned charges. [REDACTED BY AGENCY] witness statement has been placed in evidence. The 4 condoms, the 2 fake $100 bills, and his Glock airsoft gun have been seized and placed into evidence.
