Officer’s Narrative:

On [October] 10, 2025, at approximately 23:34 hours, I was dispatched to [1100 BLOCK] Sigman Rd NE Building S in reference to an assault in progress. Dispatch advised that multiple callers reported a black male with dreadlocks possibly physically assaulting a female.
The callers stated the female was on the ground, possibly being choked, and could be heard yelling, “Stop touching me” and “Stop hitting me,” as well as begging for her car keys. Callers also reported hearing the male call her several names and the sound of a struggle. Both callers wished to remain anonymous and did not want to be contacted.
Initial Contact: Upon my arrival, I observed a male and female outside the apartment, in the breezeway area engaged in a verbal argument. The female was repeatedly asking for her car keys, and the male stated he was attempting to gather his belongings, which the female had thrown outside. Both parties were separated for safety.
After speaking briefly with both individuals, later identified as Ms. [VICTIM #1] and Mr. McInnis, I went inside the apartment to further investigate. Upon entering the residence, I observed extensive damage, including what appeared to be a smashed pumpkin scattered across the living room, kitchen and bedroom floors, consistent with it being thrown around the residence. I also observed a bedroom door broken in half vertically down the middle.
Victims Statement: I spoke with Ms. [VICTIM #1], she stated that the male is her boyfriend and father of her child. She advised that he was visiting, due to him working out of town driving trucks. She advised they had an argument earlier in the evening regarding her decision not to cook and about a pumpkin she had planned to use. With their disagreement and his temper escalating, Ms. [VICTIM #1] went into the bedroom to avoid further confrontation. While in the bedroom, she locked the door while preparing to put their baby to sleep.
She reported that Mr. McInnis broke the bedroom door in half to gain entry. After he broke the door, she attempted to leave the apartment. While she was exiting, he allegedly threw a pumpkin, striking her in the foot, and continued smashing it around the residence. She said she repeatedly asked for her car keys to leave, but the male was in the process of putting his belongings in her vehicle to transfer them to his work truck.
She also stated that he threw her iPad on the ground, attempting to break it, though it did not appear to be damaged. In retaliation, she began throwing his clothing outside onto the porch and into the dirt. She said the situation then became physical. He grabbed her by the shirt, attempting to rip it off, and they both fell between two vehicles, during which time he was on top of her. I observed dirt on the back of her shirt consistent with her statement.
I also observed visible scratches on her neck and the inside of her arm, consistent with being grabbed. Her fingernails were broken, consistent with a physical struggle. She declined medical attention.
Suspect’s Statement: Mr. McInnis admitted to breaking the door during an argument and smashing the pumpkin in anger. Initially, he denied any physical altercation but later stated that the female was on top of him and had torn his shirt, which is why he grabbed her.
When I mentioned the scratches observed on her neck, he stated “Choking her is not the same as hitting her and he doesn’t have nails”. Although he made this statement, he had fingernails that exceeded his nailbed. He also claimed to have scratched on his neck; however, upon photographing and reviewing the images, no visible injuries were observed on his neck. He did, however, have a [VICTIM #1] cut to the inside of his lip.
Evidence Collected:
-Photographs of her scratches (neck and arm)
-Photographs of the his neck and lip
-Photographs of damaged property, including pumpkin and broken bedroom door.
Arrest and Disposition:
Based on the totality of circumstances, physical evidence and statements obtained on scene, I determined Mr. McInnis to be the dominant aggressor. He was placed under arrest for the following offenses:
-Family Violence Battery (OCGA 16-5-23.1(f))
-Criminal Damage to Property – 2nd Degree (OCGA 16-7-23)
The suspect was transported to Rockdale County Sheriff’s Office for booking without incident. Ms. [VICTIM #1] was provided with a case number and victim resource information.
Neither party required medical at the scene.
