[NARRATIVE #1 on November 12, 2025]

On Wednesday, November 12, 2025, at approximately 0658 hours, I, Officer Stephenson, was dispatched to Walmart, located at 1436 Dogwood Drive, in regards to a reckless driver.

Upon my arrival, I investigated the matter and discovered Ricky Byrd had been seen by three different witnesses committing terrorist threats, aggravated assault, and reckless driving. During my investigation, he made false statements in an attempt to hinder my investigation.

Byrd was arrested and taken to Rockdale County Jail, where he was turned over to jail staff without incident. He was charged with three counts of terrorist threats, three counts of aggravated assault, one count of reckless driving, and one count of making false statements.

[NARRATIVE #2 on November 12, 2025]

On Wednesday, November 12, 2025, at approximately 0653 hours, I, Officer W. Stephenson, was dispatched to a road rage incident at Walmart, located at 1436 Dogwood Drive.

Upon my arrival, I met with [VICTIM #1], [VICTIM #2], and [VICTIM #3]. [VICTIM #2] and [VICTIM #3] stated Byrd approached their vehicle aggressively while yelling and screaming. They attempted to leave the scene, but Byrd pursued them in a black Nissan Rogue. During the pursuit, Byrd drove recklessly, creating a risk of striking another vehicle or pedestrian in the parking lot. He was seen disobeying traffic control devices and driving at a high rate of speed.

While pursuing them, Byrd drove up to the passenger side of [VICTIM #2] and [VICTIM #3]’s vehicle, pulled out a silver handgun, and pointed it toward their vehicle. [VICTIM #2] and [VICTIM #3] both stated they were in extreme fear. They believed the firearm to be real as its shape and color were consistent with a real handgun. Byrd had already shown what they considered to be extreme aggression towards them, and they believed Byrd planned to chase them down and shoot them. [VICTIM #2] then drove the faster until she was able to lose sight of Byrd in the parking lot. The two contacted 911 and remained on the lookout in fear he might return.

[VICTIM #1] stated he witnessed Byrd pursuing [VICTIM #2] and [VICTIM #3]. He observed Byrd park his vehicle and walk toward him. Byrd threatened [VICTIM #1], saying, “You better not snitch, b*tch a*s n*gga.” [VICTIM #1] asked who Byrd was, and Byrd responded, “A n*gga that’s ready to murder you.” At this time, [VICTIM #1] noticed Byrd was holding an open blade and continuing to approach him.

[VICTIM #1] told Byrd he would not say anything as Byrd continued to approach him. [VICTIM #1] stated the look on Byrd’s face was intense, and he was in great fear that Byrd might attack him with the knife, but instead Byrd placed his hand on [VICTIM #1], mumbled “good,” and walked away. After Byrd had walked far enough away, [VICTIM #1] entered his vehicle and drove to where Conyers Police Officers were speaking with [VICTIM #2] and [VICTIM #3]. He advised what had occurred.

I conducted a field interview with Byrd, who approached the scene shortly after [VICTIM #1]. Byrd stated he was performing a citizen’s arrest on [VICTIM #2] and [VICTIM #3] because they had failed to stop at a stop sign in the Kohl’s parking lot. He admitted drawing a firearm on the two women but claimed it was fake. When asked if he knew [VICTIM #1], Byrd stated he did not.

I gestured toward a black Nissan Rogue in the parking lot and asked if it belonged to him. Byrd stated it did not and claimed he had walked to the location. I asked if he understood it was a crime to lie during a law enforcement investigation, as I suspected he was attempting to hinder the investigation. Byrd replied he knew but would continue “to lie to my face” anyway. I observed a Nissan key hanging from a chain around his neck.

Byrd was checked through GCIC [REDACTED BY AGENCY]. He was placed under arrest, handcuffed behind his back, and the cuffs were double locked. During a search of his person, a knife matching the description provided by [VICTIM #1] was located. Byrd was also found wearing body armor. His vehicle was impounded, and during an inventory search, fake firearms consistent with Byrd’s statement were discovered. One of the fake firearms matched the description provided by [VICTIM #2] and [VICTIM #3].

[VICTIM #1], [VICTIM #2], and [VICTIM #3] wrote a written witness statement on what they had observed. The body armor, knife, plastic guns, and one 9 mm round were seized and submitted as evidence at the Conyers Police Departments along with the witness statements.

Byrd was transported to the Rockdale County Jail without incident. Warrants were obtained, and he was charged with two counts of reckless conduct, one count of reckless driving, one count of terroristic threats, one count of aggravated assault, and one count of making false statements.
