On September 20, 2025 around 1507 hours I, Officer Helsper, was dispatched to an assault call at Metro PCS- 1105 West Avenue, Conyers, Georgia 30012. The call comments stated a male was attacked by another male. The caller stated the male walked away and is wearing a striped shirt and orange shorts. I saw a male matching the description walking near Dogwood Drive and West Avenue.
I made contact with the male and observed a bleeding gash on his forehead. He asked if he was split and I asked if him and his brother got into a fight. He said yeah. I asked if he needed an ambulance and he did not want one. He said he does not know how he got cut and said it might have been from the door. He then said his brother is out of control. He then said his brother threatened to call the cops because he was going to leave him at the store and he would not exit the car. He stated he tried to take the key out of the car so he would not leave him. He then said his brother started attacking him. He said his brother and him have fought before and his brother has anger issues. I identified him as Ronald Bratlie. I ran Ronald through GCIC. Sergeant Penrose asked where he was walking to and he said a bathroom. Sergeant Penrose had him stand up and searched him before placing him in the rear of my patrol vehicle.
I returned to Metro PCS and spoke to Officer Sewell. Officer Sewell stated Ronald was hitting his brother while he was standing outside the vehicle. I then went inside and made contact with the brother, identified as [VICTIM #1]. He was saying he could not feel his hand. I asked him what happened and he said he took Ronald to the scrapyard. He said when they were headed to Metro PCS, Ronald started acting crazy. He told Ronald he was leaving him at Metro PCS. [VICTIM #1] stated Ronald then started grabbing for the car keys and he was trying to hold the keys. He said Ronald began hitting him and then got out of the car. [VICTIM #1] stated Ronald then exited the car and then reached in and tried to take his phone. [VICTIM #1] said then Ronald began hitting him through the open driver’s window. [VICTIM #1] said he was hit in the face and mouth. He said he was then getting pulled out of the car. He stated that after he was out of the car, Ronald attacked him again. [VICTIM #1] said he threw a punch to defend himself and then Ronald stood up and walked away. [VICTIM #1] said his hand was broken from having to punch Ronald.
[REDACTED BY AGENCY] The video was submitted as evidence into Axon. I took pictures of [VICTIM #1]’s injuries, which were attached to this report. Aside from the hand, [VICTIM #1] had scratches and marks in different areas.
I then went and spoke to Ronald again. Due to him being detained, I read Ronald the miranda warning and he agreed to speak to me. Ronald said they had an argument on the way over. He said [VICTIM #1] has a short fuse. He said [VICTIM #1] stated he was going to leave him at Metro PCS. Ronald said he tried to take the key out and they were fighting over the key. Ronald said [VICTIM #1] swung at him and then told Ronald he was dead. Ronald said [VICTIM #1] opened or kicked the door open into his head, which is what he believed caused the head wound. The video disproved this statement. I asked if he reached in from outside the vehicle to grab the key and he stated he did.
National EMS arrived on scene and looked at Ronald. Ronald denied any medical care. I then placed Ronald in handcuffs behind his back, double locked and checked for fit. [VICTIM #1] was transported by National EMS to Piedmont Walton Hospital. An EMT on scene stated that under the skin, [VICTIM #1] had a compound fracture in his right wrist/hand area.
I transported Ronald to the Rockdale County Jail, where he was denied by medical staff. I then transported him to Piedmont Rockdale Hospital. Ronald was cleared by medical staff and released. While at Piedmont Rockdale, my body camera died. I did not ask Ronald any more questions about the incident due to this. I then transported Ronald to Rockdale County Jail where he was turned over to jail staff. A warrant was secured for Aggravated Battery due to [VICTIM #1] receiving a compound fracture injury to his wrist/hand as a direct result of having to defend himself from Ronald’s second assault on him.
