[NARRATIVE #1 On September 17, 2025]

On Wednesday, September 17, 2025, at approximately 2145 hours, I was dispatched to a call regarding suspicious communication involving a minor. Upon arrival, Corporal Childers and I made contact with the complainant, [REDACTED BY AGENCY].

[REDACTED BY AGENCY] reported that he was sitting outside with his granddaughter, [REDACTED BY AGENCY] while she rode her bicycle. He stated that her cell phone, a black Samsung, was placed nearby as she was playing. The phone began to ring which he found odd, since she only used the phone to play games, not to receive or make phone calls.

According to [REDACTED BY AGENCY] an unknown adult male, later identified as Tracy Skinner, was on the line. [REDACTED BY AGENCY] stated he started to impersonate his granddaughter using a child-like voice, indicating he was a young minor. Despite this, Skinner continued the conversation and made explicit attempts to arrange a meeting for sexual purposes.

While gathering information from [REDACTED BY AGENCY] the Samsung cell phone received multiple incoming calls from Skinner. On each occasion, [REDACTED BY AGENCY] answered and I was able to hear Skinner provide more and more information about himself including his first and last name. His date of birth of [REDACTED BY AGENCY]1966, making him 59 years old. The color of his home being yellow as well as the color of the door being white. His full address of [10 BLOCK] E Palmetto Street, Porterdale G.A. He stated that he was unable to provide transportation due to not being able to drive but was ok with [REDACTED BY AGENCY] getting in an Uber to meet him at his home.

I was able to hear him tell [REDACTED BY AGENCY] to “bring a condom” for their sexual encounters. I also witnessed him say “I am going to put my d*ck inside of you” then stated they would get married once she reached an age she could legally consent to marriage. Again, letting me know he knew she was underage.

Corporal Childers contacted Officer Morrison of the Porterdale Police Department, who confirmed prior contact with Tracy Skinner and verified that the address provided to [REDACTED BY AGENCY] was accurate.

I proceeded to Porterdale to meet with Officer Morrison and facilitate Skinner’s apprehension. Upon arrival, Corporal Childers informed me that Skinner was on the telephone with [REDACTED BY AGENCY] in that moment and stated he would come onto the porch to meet, believing that [REDACTED BY AGENCY] had arrived via Uber. Skinner stepped out of his home just a few short seconds later.

When Skinner exited the residence, he was observed wearing sneakers, tan shorts without underwear, no shirt, and an unbuckled belt. He also possessed a can and a flip phone in his shorts pocket. Officer Morrison informed Skinner that we were conducting a welfare check and requested permission to ensure everyone inside was safe, to which Skinner complied. Based on this interaction, I was able to determine, Skinner’s voice was the same one I heard over the phone during his conversations with [REDACTED BY AGENCY].

I asked Skinner if he would be willing to speak with me regarding a recent call we had received, and he consented. I handcuffed him to the front of his person and double locked for safety. I transported him to the Conyers Police Department to conduct an interview. On the way to Conyers Police Department, Corporal Childers asked [REDACTED BY AGENCY] to call Skinner’s telephone number to confirm I had the correct device, and this was a match.

Prior to beginning the interview, Skinner was asked if he had consumed alcohol due to noticeable slurred and difficult-to-understand speech. He stated that he does not consume alcohol at all and advised his speech difficulties are due to [REDACTED BY AGENCY].

I began by reading Skinner his Miranda rights, to which he acknowledged understanding and agreed to answer questions. [REDACTED BY AGENCY]

Skinners and said 11 year old’s phone were both placed into evidence. A warrant was secured for O.C.G.A. 16-12-100.2

Skinner was subsequently placed under arrest, handcuffed to the front of his person for stability and double locked for safety. He was transported to the Rockdale County Jail, where he was released to deputies without incident.

[NARRATIVE #2 On September 17, 2025]

On Wednesday September 17, 2025 at approximatley 2145 hours, I responded to [REDACTED BY AGENCY] in reference to a solicitation of a minor incident.

Upon my arrival I assisted Officer Bynes speaking with [REDACTED BY AGENCY] who is the grandfather of [REDACTED BY AGENCY] who is his seven year old granddaughter. [REDACTED BY AGENCY] advised that he was outside with his granddaughter who was playing. He advised that she has her own phone which was next to him when it rang. [REDACTED BY AGENCY] advised he found the caller odd as the number was not programed in the phone so he answered the phone pretending to be a little girl sounding like his granddaughter since it was her phone.

[REDACTED BY AGENCY] advised that the male on the other end began speaking in a sexual nature towards him thinking he was in fact a child. [REDACTED BY AGENCY] stated that he called police at which point we arrived. [REDACTED BY AGENCY] showed us messages he sent to the male indicating to the male that he was 11 years old. [REDACTED BY AGENCY] advised that the male would only call immediately after he would send a text which he proved to us while standing there.

[REDACTED BY AGENCY] advised that the male stated he could get text messages which appeared to be false as [REDACTED BY AGENCY] would text “call me” and then the male would call him. We listened as the male would engage in conversation believing that [REDACTED BY AGENCY] was an 11 year old girl. The male provided an address of [10 BLOCK] E Palmetto St. I attempted to run the number through [REDACTED BY AGENCY] but [REDACTED BY AGENCY] I then discovered that the address was in Poterdale and contacted the Porterdale Police.

I spoke with an Officer who assisted me. While on the phone with that Officer, Officer Bynes gave me a name of Tracy Skinner that the male gave which the Poterdale Officer confirmed they had contacts with at that address. After further investigation, I sent Officer Bynes to Porterdale to meet with the Officer from Porterdale. Before Officer Bynes approached the door, Skinner was on the phone with [REDACTED BY AGENCY] and stated he was coming out to wait for the her “the 11 year old” on the front porch.

Officer Bynes then made contact confirming that Skinner was the suspect and detained him. I had [REDACTED BY AGENCY] call Skinner’s phone while I was speaking with Officer Bynes on the phone which she advised Skinner’s phone was ringing showing [REDACTED BY AGENCY] phone number. Skinner was transported to CID. I had already contacted our detectives and spoke with Lt. Hinds who was aware of the incident. I provided [REDACTED BY AGENCY] this case number and collected [REDACTED BY AGENCY] phone for evidence which was later turned over to Officer Bynes.

I assisted further with interviewing Skinner. Officer Bynes informed Skinner of his Miranda rights which he stated he understood and agreed to speak with Officers. Skinner advised that he spoke with a female believing that she was 11 years old. Skinner advised that he provided his address to the 11 year old. Officer Bynes asked “what if I told you that 11 year old girl was me on the phone?”

Skinner advised “you got me”. Skinner advised that he asked the 11 year old girl to come over and if she wanted to “make love”. Skinner advised that he went outside to meet the 11 year old girl on the front porch to have sex with her. Skinner advised that after the sex act, he would have sent her on her way. Skinner advised that he randomly was calling numbers when he contacted the 11 year old.

Skinner advised that he asked the 11 year old to bring condoms so they can make love. Skinner advised that if the 11 year old did bring condoms that they would have made love. Skinner advised that he did state he would put his d*ck inside of the 11 year old. Skinner also stated he believed that the 11 year old probably had not started puberty yet. Officer Bynes continued with her investigation.
