On 6-5-24 at approximately 1909 hours, myself and TPR Terrero were dispatched to a hit and run crash in Screven County with serious injury. We were advised that a vehicle had hit a bicyclist and then left the scene. Witnesses had observed the vehicle leave the scene and Sylvania PD was out with the vehicle and the driver that had fled the scene. TPR Terrero remained on scene with the bicyclist while I went to the Village Green Motel to speak with the driver that had left the scene.
When I arrived at the Village Green Motel, I began speaking with Sergeant Dews with the Sylvania Police Department. Sgt. Dews advised me that he had witnessed the driver exit the vehicle and attempt to enter one of the motel rooms that the vehicle was parked in front of. When I asked him where the driver was currently at, he advised me that he had placed her in handcuffs and placed her in his patrol car.
As I looked at the vehicle, I observed damage to the passenger side of the vehicle. The passenger side mirror was missing and there was a long scratch all down the passenger side of the vehicle. What appeared to be blood was also visible on the passenger side of the vehicle. No tag was on the vehicle but when I ran the VIN number through GCIC, I was advised that the vehicle’s registration had been cancelled but that it had valid insurance. I returned to Sgt. Dews patrol car and instructed the driver to exit the vehicle. I instructed her to walk back to my patrol car where I then removed the handcuffs. I read her the Miranda Rights and she agreed to continue speaking with me.
While we were speaking, I detected the odor of an alcoholic beverage emanating from her person. She continued to attempt to cover her mouth with a bandana and seemed very nervous. When she was asked what her name was, she advised that it was Jordan Miles with a date of birth of [REDACTED BY AGENCY]. When I ran her name through GCIC, I was unable to locate any record of a Jordan Miles. I collected fingerprints using my portable fingerprint scanner and was able to identify her as Ms. Kourtney McGill. Kourtney McGill had a suspended driver’s license when I ran her information through GCIC.
When I asked her who Kourtney McGill was, she advised that it was her. When I asked her about the crash, she stated that she was holding the bicyclist’s hand to help him up the hill, and she left when he told her to let go of his hand. She advised that she did not hit him and did not know anything about it. I asked her if she was covering her face because of the odor of an alcoholic beverage emanating from her breath and she advised that she was only covering her face due to her having been banned from Georgia. I asked her how much she had to drink, and she advised that she had only had 2 shots approximately an hour and a half prior to having any interaction with me.
When I asked her if she used any drugs, she advised that she had used Methamphetamines earlier that morning. When asked if she took any medications, she advised that she took several pain pills, nerve pills, and anxiety pills, but had not taken any recently due to running out. When I asked her if there was anything illegal in the vehicle other than the visible open container of Spiked Minute Maid, she advised that there was not. I asked her where she had done the Meth at in the morning, and she advised that it had been in the room at the motel. I advised her that I would be having her perform some Standardized Field Sobriety Tests to determine if she was safe to drive. She agreed to perform the SFST’s.
Prior to having her perform any SFST’s, I began by medically clearing her. While medically clearing her, I observed her pupils being constricted and her eyes were bloodshot. After she was medically cleared, I began instructing her on how to perform the SFST’s. The first test performed was the Horizontal Gaze Nystagmus where Ms. McGill exhibited 2 out of 6 possible clues. The clues observed were the Lack of Smooth Pursuit in her eyes. The next test performed was the Walk and Turn test. During this test, Ms. McGill demonstrated 4 out of 8 possible clues including missing heel to toe steps, stopping while walking, stepping off the line, and taking the incorrect number of steps with her taking 10 steps on the 2nd portion of the test.
The next test performed was the One Leg Stand test where she demonstrated 1 out of 4 possible clues. The clue observed was her swaying. A Lack of Convergence was present in both of Ms. McGill’s eyes. The modified Romberg Balance Test was performed by Ms. McGill where she estimated the passing of 30 seconds to be 23 seconds. A voluntary breath sample was requested and provided by Ms. McGill which tested positive for the presence of alcohol on her breath.
Based on my training, experience, and the clues observed, I determined Ms. McGill was under the influence. She was advised of this, placed in handcuffs, and placed in the rear of my patrol car. The Georgia Implied Consent Notice for Suspects Age 21 or Over was read and blood was requested. Ms. McGill agreed to the voluntary state administered blood draw. After she was secured in the back of my patrol car, I requested SCRT to assist and TFC3 Gerald Lyles responded to assist.
A search of her vehicle resulted in approximately .4 grams of suspected Methamphetamine found in a bag containing Ms. McGill’s debit card. A case containing a butane lighter was also found in the bag along with a glass pipe with a white powdery residue on it. A bottle containing Kratom was also found in the same bag. Once the evidence was collected the vehicle was released into the custody of RT Collision. Ms. McGill was transported to Screven County EMS for the state administered blood draw to be completed. The blood draw was completed by EMS [REDACTED] using a GBI Blood Alcohol/Toxicology Kit. The two vials of blood provided were then sealed in the Kit and transported to the post to await transport to the GBI Crime Lab for processing. Ms. McGill was then transported to the Screven County Jail where she was released to jail personnel.
Once she was released to jail personnel, I proceeded to the scene where the bicyclist was at. TPR Terrero advised that the bicyclist was identified as Mr. [VICTIM #1]. While he was investigating the scene, TPR Terrero advised that a witness advised that the vehicle had hit Mr. [VICTIM #1] and then sped off toward the motel. Mr. [VICTIM #1] was transported to Optim Medical Center in Sylvania to get stabilized before being transported to Memorial Hospital in Savannah. He suffered from two broken vertebrae in his neck and received 14 staples in his head with the possibility of receiving more upon his arrival at Memorial.
TFC3 attempted to interview Ms. McGill once he had finished his investigation on scene but when he advised her of her Miranda Rights again, Ms. McGill advised that she wished to have her attorney present. She was charged with DUI/Combination/Drugs/Alcohol, Possession of Open Container, Driving while License Suspended, Cancelled Registration, Providing False Name and Date of Birth to Law Enforcement, Serious Injury by Vehicle, Leaving the Scene of an Accident with Serious Injury, and Possession of Schedule I Controlled Substance. Her copies of the citations were left with her property at the jail.
Warrants were obtained for the felony charges and delivered to the jail. The suspected Methamphetamine was turned over to the Screven County Sheriff’s Office and placed into evidence there.
