On 01/23/2026, at approximately 0024 hours, Lt. Sheldon Mayfield was conducting a security detail at 314 E Solomon St (Garden Bar) for approved law enforcement presence. During that time, Mayfield observed a female, Hannah Kulp, behave in an intoxicated state, at which point Mayfield told her to leave the location after spilling an alcoholic beverage at the bar area near other patrons.

Mayfield escorted Hannah to the sidewalk of E Solomon St and stated she was being asked to leave due to her intoxicated behavior, causing tension with other attending guests. Prior to removing Hannah from the establishment, Mayfield observed Hannah following a white male around and grabbing on him constantly. As he arrived, other employees advised that the males name was [VICTIM #1] and that Hannah was the mother of his child(ren).

Immediately upon his arrival, Mayfield noted that one of the employees approached [VICTIM #1] and asked him if he was ok. [VICTIM #1] stated he was, but displayed a look of concern and aggravation. Throughout the night, Mayfield continued observing Hannahs behavior around [VICTIM #1], to which Mayfield had to order Hannah from entering the men’s bathroom while [VICTIM #1] and other males were occupying it. After the removal of Hannah, Mayfield noted that her sister was headed back to the bar area to retrieve their mother and leave.

As Mayfield approached the bar, Mayfield was advised by the bar manager that the mother was refusing to leave after the owner [REDACTED] asked them to leave due to her heavily intoxicated state. Mayfield stood by as Elzabeth stepped in to pay her mothers tab so that they could leave.

Directly after Elizabeth signed the receipt, she approached [VICTIM #1] at the bar and began yelling and cursing to his face. Mayfield attempted to remove Elizabeth from [VICTIM #1] so that she could, but she grabbed the bar in an attempt to refused. While Mayfield was holding her arm, Mayfield told her she needed to leave, but she continued holding the bar and tensing up to pull away.

As Elizabeth refused to comply with commands, Mayfield pulled her away directly to effect an arrest for Obstruction. As Mayfield gains control of Elizabeths hands, he attempts to handcuffs her while she still physically trying to pull away. At that time, Elizabeths mother, Barbara Kulp, began yelling at Mayfield and physically grabbed her daughter and Mayfield to prevent the arrest from taking place. Mayfield was able to get a handcuff on Elizabeths right hand as Barbara is screaming at Mayfield with physical contact.

Off-Duty Griffin Police Sgt. Gene Clark was present and grabbed Barbara so that Mayfield could effect the arrest of Elizabeth. Mayfield advised Clark that Barbara was under arrest as well and to escort her out of the bar. As Mayfield is trying to placed the left handcuff on Elizabeth, she was still physically resisting, but ultimately placed in handcuffs behind her back to proper fit.

After Barbara and Elizabeth were escorted out to E Solomon St, Mayfield radioed for additional units so that they could be transported. While waiting on E Solomon St, Mayfield attempted to explain the arrests and situations surrounding their removal, but Barbara began yelling and screaming curse words back toward the bar and was again escorted further away from the bar.

Once additional units arrived on scene, Elizabeth and Barbara were secured in the rear of Dep. Ricky Carr’s patrol car for transportation to the Spalding County Detention Center. Mayfield advised Elizabeth and Barbara of their Criminal Trespass Warning not to return to 314 E Solomon St.

Later at the detention center booking area, Mayfield was advised that Barbara Kulp had to be physically restrained by deputies after refusing to follow lawful commands. Upon verifying these deputies body cameras, Mayfield noted that Barbara in fact committed Obstruction again after her failure to comply.

Additionally, Mayfield learned that Hannah Kulp hand an active Special Conditions of Bond for Family Violence to not have any further contact with [VICTIM #1] by Telephone or initiate contact with him at his residence, workplace, place of child-care, or other location for the purpose of harassing or intimidating the victim. This order was signed by Spalding County Magistrate Court, Judge Sam Parks, on 07/19/2025.

Mayfield obtained warrants on Barbara Kulp for Obstruction (x2), Elizabeth Kulp for Obstruction and Hannah Kulp for Aggravated Stalking on 01/25/2026.
