On 11/29/2025 1, Deputy Whitmer responded in Non Emergency mode to [600 BLOCK] Teamon Rd due to a report of a dispute in progress.

I arrived on scene and spoke with [VICTIM #1]. He stated that he was in the kitchen trying to make icecream and couldn’t find a piece to the ice cream maker. He stated he asked Barbara Ward (girlfriend) where the part was. He stated she began screaming and came into the kitchen and threw the instructions down on the counter. He stated that he is mentally disabled and suffers from several mental health problems and that he got angry and threw the ice cream maker on the stove. He stated that Ward picked the ice cream maker up and threw it at him striking him in the arm. He stated Ward then grabbed him by the throat and dug her nails into his skin. [VICTIM #1] had visible marks on his right side of his neck that were still red and swollen consistent with a recent injury. Deputy Grier photographed his injuries.

I spoke with Ward about the incident. She stated that [VICTIM #1] was cussing and screaming while trying to make icecream so she went into the kitchen and found the instructions and threw them on the counter. She stated [VICTIM #1] threw the ice cream maker on the stove and she picked it up and threw it toward him and that it might have hit him. I asked her why she threw the icecream maker at him and she stated she was tired of the arguing and that [VICTIM #1] had to leave either by jail or on his own. I advised her that he lived at the residence so if she would have to evict him. She stated then that’s what I’m doing.

I went back and spoke with [VICTIM #1] and asked him if this was a one time incident and he stated no. He stated that Ward has power of attorney over him and controls his money and that almost all the arguments are based on his check. He stated that today’s argument was because his dad was coming by to cash a check for him and Ward got angry and began cussing at him telling him the banks are closed and there was no reason for his dad to come over. He stated that he went in the kitchen to make ice cream to get away from the situation and it continued to escalate. He stated that Ward and himself had an argument on Thanksgiving day and Ward kept telling him that he did something bad and when he asked what he had done she grabbed him and began screaming at him. [VICTIM #1] stated that 911 had not been called in all previous arguments.

I went back and spoke with Ward about the new reported incident. She stated that there wasn’t an argument on thanksgiving day. I asked her again for clarification that [VICTIM #1] didn’t throw the ice cream maker at her but at the stove and she went and retrieved it from the stove and threw it at him. She changed her previous statement and said yes I did because he grabbed me by the face and arms. I asked her if she had and marks or bruises she stated yes all over. Ward showed me her arms and no recent injuries, marks or bruises were visible. She did have a small bruise on her left bicep that had faded and was barely visible, not indicative to an injury sustained this date. I asked her why she hadn’t reported previous incidents and why her story was changing in regards to today’s incident. She stated because I love him and he has never told me he was going to kill me until today. I restated her statements and asked did [VICTIM #1] grab her after she threw the ice cream maker. She stated yes he grabbed me after so I guess he was defending himself.

I instructed Ward to turn around and place her hands behind her back at which time I placed her in handcuffs. I checked them for fit and double locked them. Deputy Grier placed her in the rear seat of his patrol vehicle and transported her to the Spalding County Jail.

Deputy Grier informed me over radio that Ward’s daughter (Shannon Kotor) had called Ward’s phone on the way to the jail and he spoke with her per Ward’s request to inform her Ward was going to the Spalding County Jail. Deputy Grier stated that Kotor stated to him that she was going to the Teamon road address and was going to kill that fu*ker and end his life because he was in her house. Deputy Grier stated he attempted to keep Kotor on the phone until deputies could arrive back on scene but Kotor hung the phone up. Deputy Grier stated that Kotor called back and stated again she was going to go Kill [VICTIM #1] and Deputy Grier advised her not to go to the residence. Deputy Grier stated before Kotor hung the phone up this time she stated she wasn’t going to go to the residence.

I arrived back on Teamon road and spoke with [VICTIM #1] and he stated Kotor hadn’t contacted him or came to the residence. He stated that she resided at a white house directly across from Teamon Road and Old Atlanta Road intersection. I located a photo of Kotor on RMS and went to the area to locate her. I observed her sitting on the front porch of [4900 BLOCK] Old Atlanta Road. I exited my patrol vehicle and instructed Kotor to keep her hands where I could see them. I approached her to place her under arrest and she made a spontaneous utterance ” I told that di*khead I wasn’t going over there.” I placed her hands behind her back and secured her in handcuffs. I checked them for fit and double locked them. Deputy Ramsammy placed her in the rear seat of his patrol vehicle. Kotor then screamed “I’m going to fu*king kill myself.” I advised Spalding Dispatch to advised Jail staff of the statements and we would be enroute to the jail. Deputy Ramsammy transported her to the Spalding County Jail.

Jail medical staff cleared Kotor and placed her on suicide watch when we arrived at the jail.
