On 12-17-2023 at approximately 1448 hours, I, Ptl. M. Landis 3751, responded in a non-emergency mode to Built to Last Tattoo, 111 S. Hill St, which is located within the City of Griffin Spalding County Georgia, to a report of Damage to Property. Upon my arrival, I activated my departmentally issued, body worn recording device to capture the incident.

Dispatch advised that a white older male wearing a lot of layers, wearing also a red and grey flannel carrying a back pack, came into this location and began to damage property. Dispatch advised he has left the location on foot.

Officers responded to the area. Ptl. Gross went to the incident location and advised the subject, later identified as Brian Cox, was in front of Smoking Margaritas, located at 136 S. Hill St. I responded to that location and observed Cox inside the business. I advised him to exit the business, he complied. Ptl. Gross advised that he was the subject in question. I asked Cox what happened at the tattoo shop. He advised he was investigating because he believed that they were involved with him getting shot back in 1993 or 1994.

Ptl. Gross responded to the incident location and advised that the victims would like to press charges for Criminal Trespass (Damage to Property) and Disorderly Conduct. Otl. Gross made contact with [VICTIM #1], [WITNESS #1] and [WITNESS #2], they all advised Cox entered the business began using loud and profane language towards all parties inside, which placed them in fear for their safety. [VICTIM #1] advised that Cox then grabbed a black and white vase along with a clear and plastic business card holder. He then threw them onto the floor completely destroying the vase and causing damage to the card holder’s top right corner.

Cox was placed into double – locked handcuffs behind his back, which were checked for proper fit at this time. Cox was place into the rear of Ptl. Bramlett’s marked patrol vehicle, which was searched before and after transport with negative results. Cox was transported to the Spalding County Detention Center and turned over to jail staff without issue.

I responded to the incident location and made contact with [VICTIM #1]. [VICTIM #1] advised that Cox entered the business began using loud and profane language towards all parties inside, which placed them in fear for their safety. [VICTIM #1] advised that Cox then grabbed a black and white vase along with a clear and plastic business card holder. He then threw them onto the floor completely destroying the vase and causing damage to the card holder’s top right corner. [VICTIM #1] advised that they were unsure of the exact values of each item but both had an approximate total value of $20.00 USD.

Cox was also issued a Criminal Trespass warning to stay away from the property. Cox was arrested and arrest warrants were obtained for OCGA16-7-21(A) Criminal Trespass (Damage to Property) and OCGA 16-11-39 Disorderly Conduct this date.

I returned to service.
