On the 4th day of November 2025, I, Deputy J.Reeves responded in non-emergency mode to [200 BLOCK] Swint Rd in reference to a domestic.

Upon arrival I activated my county issued body camera and made contact with [VICTIM #1] who had visible markings on her face and her shirt was ripped in the front at the collar. I also observed a small clump of hair on [VICTIM #1]’s leg that appeared to have come from her head. I asked [VICTIM #1] what had taken place and she stated that her and her boyfriend identified as Bryan Chandler had gotten into an argument because she would not allow him to see her phone. [VICTIM #1] stated when she refused to give Bryan her phone he began attempting to take the phone from her. [VICTIM #1] had a mark on the right side of her face along with a busted lip, a knot above her left eye and red marks on the left side of her face. Photos were taken of all [VICTIM #1]’s injuries. She also had cut on her hands she stated came from being thrown to the ground.

[VICTIM #1] stated when she arrived home Bryan began asking her for her phone to which she stated no, when she said no he became upset. [VICTIM #1] then went into the kitchen pantry to grab a trash bag and during this the pair was exchanging words. When she backed out of the pantry Bryan slammed the door of the pantry which caused the spice rack on the door to strike her face leaving a mark on the right side of her face. [VICTIM #1] stated she opened the door after this and Bryan was now attempting to take her phone from her. He then threw her to the ground and was holding her on the ground while still attempting to get her phone. [VICTIM #1] stated she bit him and was kicking him while trying to get away from him.

[VICTIM #1] then got up and grabbed her purse and attempted to walk out of the home, Bryan threw her to the ground again in the living room but she was able to make it to the couch while she was falling to which he followed and held her down again while still actively trying to take her phone from her and at this time she stated he began slapping her in the face. [VICTIM #1], again was biting and kicking while trying to get Bryan off of her.

At this time Bryan was able to get [VICTIM #1]’s phone from her, she stated he then went outside to his vehicle so he could look through her phone. [VICTIM #1] stated she followed him outside to get her phone back and Bryan threw her to the ground outside before getting in his vehicle and locking himself inside. [VICTIM #1] then went back inside and gathered some clothes and medicines that she needed so she could leave. She put these belongings inside her vehicle before returning inside the home to grab the key for Bryan’s vehicle so she could open the door and get her phone back.

Bryan refused to give [VICTIM #1] her phone back so she stated that she would just leave she just needed her phone back. [VICTIM #1] stated Bryan began hitting her again but she could not recall where she was being hit because she was on the ground and Bryan was standing over her and continuously hitting her. [VICTIM #1] stated she remembered that she was wearing an apple watch that could make phone calls so she called a friend of hers from the apple watch.

At this time Bryan walked back inside with [VICTIM #1]’s phone and hid it in the house. She followed him inside and while inside heard her phone ringing from the bedroom so she went and retrieved her phone before leaving out of the house again. Bryan followed [VICTIM #1] outside and began running after her, when he caught up to her [VICTIM #1] stated he grabbed a hand full of her hair and ripped her hair out of her head but she kept going to the car.

Once [VICTIM #1] made it to her vehicle Bryan got between the door and the inside of the vehicle so she could not shut the door. Bryan grabbed [VICTIM #1]’s shirt in an attempt to pull her from the vehicle which ripped the shirt at the collar. [VICTIM #1] then put the vehicle in reverse and Bryan began striking her with a closed fist in the face, While [VICTIM #1] was backing up in the vehicle she stated she struck a tree that was in the yard and at this time she was able to shut her door and leave the property. [VICTIM #1] called 911 a short time later.

[VICTIM #1] left before calling 911 due to her stating she was scared because she didn’t know what he would do. While speaking with [VICTIM #1] she pointed out the home her and Bryan lived in which was partially visible from the church parking lot where I was speaking to [VICTIM #1] at. While standing there I observed a vehicles lights turn on along with a light on the home [VICTIM #1] stated was motion activated turn on. The vehicle in the driveway backed up and turned around in the driveway before pulling towards the road.

At this time I entered my patrol vehicle and left the parking lot due to [VICTIM #1] and Bryan being the only two people at the home. I no longer saw the vehicle lights when I turned onto S Walkers Mill Rd and did not observe any vehicles in the driveway so I continued patrolling the area but was unable to locate it.

Once I returned to the church [VICTIM #1] stated that she doesn’t believe the vehicle left the driveway and that it was probably pulled next to tree’s in the front yard that would make it hard to see from the roadway. While I was speaking with [VICTIM #1] I observed the odor of an alcoholic beverage coming from her person. She stated she had been drinking but she was wanting to go to a friends house in Mcdonough. Due to this I had another Deputy perform fields sobriety testing on [VICTIM #1] and they determined she was not safe to drive. Once the testing was complete [VICTIM #1] was advised she was not able to drive but that she could either be given a ride to the county line to meet her friend or she would need to call a friend.

Myself and two other Deputies went to the residence located at [2600 BLOCK] S Walkers Mill Rd to check for the vehicle due to [VICTIM #1] stating she believed it never left the driveway. Upon arrival I observed a gray in color Ford Escape sitting beside a row of tree’s that made it difficult to see from the roadway. Inside the vehicle was a male who was ordered out of the vehicle to which he complied and was placed in handcuffs behind his back.

The male who was Bryan was searched and walked to the front of my patrol vehicle where I read him his Miranda rights due to him being in handcuffs. Bryan agreed to speak with me and when asked what happened he stated he and [VICTIM #1] were going through a rough patch and that they were trying to build trust back. Bryan stated he did attempt to take [VICTIM #1]’s phone from her and when asked what part of that he thought was okay when she repeatedly told him he couldn’t have it. Bryan then began deflecting and asked what part of it was okay for her to hit him in the face and knock his glasses off.

I shined my flashlight on Bryan’s face and did not observed any marks to be present. When he was asked about the marks on [VICTIM #1] he stated he was not aware of any of the marks on her. At this time Bryan was placed in the back of my patrol vehicle and transported to the Spalding County Jail and turned over to detention deputies with no incidents. A photo of Bryan’s face was taken while at the jail due to the lighting being better then in the front yard of the residence. The other Deputies on scene went back and spoke with [VICTIM #1] and brought her back to the home and provided her with witness statement forms which were left with her to finish so she did not feel rushed and could put all the details of the incident. They also took photo’s of the front yard and inside of the home where the incident took place.

Around 0012 hours I spoke with [VICTIM #1] Via cell phone after she contacted the non-emergency number. [VICTIM #1] stated she received a call from Bryan at the jail and he stated “you better come get me out of here or drop the charges or it’s not gonna be pretty”. Bryan also threatened to call [VICTIM #1]’s workplace and also her family to let them know she is a cheater. I advised [VICTIM #1] that due to the family violence laws the decision for someone to go to jail was not up to her if the probable cause to make an arrest was present. She stated she understood she just didn’t know what to do because she didn’t want her job to be in jeopardy.

[VICTIM #1] finished her witness statement form and called the non-emergency number again so I met at the residence to collect the forms. While there I observed her eye to be visibly black and swollen, another photo was taken at this time also. I spoke with Lt. Nance in the jail and advised him that Bryan was calling [VICTIM #1] from inside the jail. I provided him [VICTIM #1]’s phone number so it could be blocked from Bryan’s account so he could no longer contact her, he also stated he would not be able to use the phone again while in booking.

I was able to listen to the call Bryan placed to [VICTIM #1]. In the phone call Bryan can be heard telling [VICTIM #1] at approximately 08 minutes and 17 seconds in the call “If you don’t want to get me out that’s fine, Just know it’s not going to be pretty for you”. Due to Bryan’s phone call, the markings on [VICTIM #1] and her statements, I spoke with Magistrate Judge Grubbs and obtained warrants for the following

A criminal history was ran on both individuals. An RMS search was also done, Bryan had no previous family violence incidents and [VICTIM #1] had no local history of any kind.
