Officer’s Narrative:

On May 26, 2023, at 0051 hours I, Deputy C. Lowe #228 responded to [4800 BLOCK] Old Atlanta Rd in non-emergency mode in reference to a domestic dispute.

Upon arriving on scene, I activated my body worn camera and started to make contact with a white female when she advised the other parties were getting into cars and leaving from [4800 BLOCK] Old Atlanta Rd.

I observed a gray car turning right onto Old Atlanta Rd from Anne St and a maroon car parked in front of the red building at [4800 BLOCK] Old Atlanta Rd. I then called for Deputy T. Brannon #225 over the radio to advise of his location to make contact with the occupants in the maroon car while I conducted a traffic stop on the gray car traveling South on Old Atlanta Rd.

I advised dispatch of the traffic stop and activated my emergency lights which activated my in-car camera. The vehicle was a 2019 Gray Nissan Sentra GA Tag [REDACTED]. I made contact with [REDACTED] (B/M -96) driving the vehicle and [REDACTED] (B/M -96) in the passenger seat. [REDACTED] was advised of the reason for the traffic stop with [REDACTED] advising they just left from a friends house on Anne St.

While speaking with both subjects, I was observing vehicles driving South on Old Atlanta Rd when I observed the second vehicle pull up. I advised the driver of the second car to pull in front of the gray car. Deputies Brannon and S. Ponczoch #227 arrived on scene and started speaking with the subjects in the second vehicle.

The second vehicle was a 2017 Red KIA Forte LX GA Tag [REDACTED] occupied with five(5) subjects: Florence Willis (B/F-80), Amiria Willis (B/F -99), Jamirah Wyche (B/F -96), Jacaria Wilkins (B/F 99), and [REDACTED] (B/M 96). Amiria advised the gray car had nothing to do with the incident. While speaking with all subjects, Sgt. B. Lummus #210 went to [4800 BLOCK] Old Atlanta Rd and made contact with the possible victim and witnesses.

Sgt. Lummus asked over the radio how many suspects we had stopped on the traffic stop. I advised there were seven, five(5) in the KIA Forte and two(2) in the Nissan Sentra. Sgt. Lummus advised to have the subjects get out of the car and do a line-up while he brought the witnesses to identify each subject who had any part in the domestic dispute in the back seat of his patrol car.

The witnesses WITNESS #1] (W/F-84) and [WITNESS #2] (B/M -2000) identified Florence (aunt to Jamari), Amiria (cousins to Jamari), Jacaria (unknown relation), and Jamirah (unknown relation) who confronted [VICTIM #1] and began provoking him to fight four(4) adult females. [WITNESS #1] advised the male subjects on the side of the road were not apart of the incident in the front yard.

The male subjects [REDACTED] and [REDACTED] were told to get back into the gray Nissan Sentra. The male subject [REDACTED] was told to get back into the red KIA Forte. Deputy Brannon and Ponczoch transported the four females to Spalding County Detention while I went to [4800 BLOCK] Old Atlanta to gather information from them and as to what occurred at the property. The red KIA Forte was turned over to [REDACTED].

Upon arriving on scene at [4800 BLOCK] Old Atlanta Rd, I made contact with [WITNESS #1], [WITNESS #2], [VICTIM #1] (B/M-07) and [VICTIM #2] (B/M -07). [WITNESS #2] advised Jamari (Konye) originally came went to [4800 BLOCK] Old Atlanta Rd to fight [VICTIM #1] for stealing his phone last date.

[WITNESS #1] advised they know it was Jamari due to there only being three people at the residents he came over. [VICTIM #1] stated Jamari asked him to put his phone pass code in so he could Door Dash something to eat. I asked [VICTIM #1] if he got it back to which he stated no he did not get the phone back.

[VICTIM #1] advised he let Jamari use his phone. [VICTIM #1] advised while Jamari was using his phone he fell asleep and noticed his phone was gone along with Jamari. [WITNESS #1] advised [VICTIM #1] and Jamari fussed about the phone all day about the phone. [WITNESS #1] heard [VICTIM #2] and [VICTIM #1] tell somebody to pull up at the residents.

[WITNESS #1] stated she asked the boys what do you mean pull up and she advised [VICTIM #2] and [VICTIM #1] told her Jamari was at the end of the drive way. [WITNESS #1] advised she went to the end of her drive way and stated to Jamari and [REDACTED] (NFI)” I don’t know why you are sitting in my drive way but I need you to leave, right now”. [WITNESS #1] then stated to Jamari “if you talk to us again it will be with the police about [VICTIM #1]’s mother wanting his phone”.

[VICTIM #2] advised Jamari and [REDACTED] ran across the road from [4800 BLOCK] Old Atlanta Rd onto his mothers property running up on [VICTIM #1] throwing him on the ground. [VICTIM #2] advised he went to defend [VICTIM #1] from Jamari and [REDACTED].

After [VICTIM #2] defended [VICTIM #1] Jamari and [REDACTED] ran away. After Jamari left the property he called his aunt and cousin who brought two other females to [4800 BLOCK] Old Atlanta Rd and walked across the road on to [4800 BLOCK] Old Atlanta Rd. [WITNESS #1] stated once the females arrived they started running after [VICTIM #1]. [WITNESS #2] advised it was not all the females running after [VICTIM #1] at first, it was the (auntie) Florence who walked up to the door and started beating on the door.

[WITNESS #1] advised she showed the females she was on the phone with 911 all the females stating they didn’t give a f*ck about no police. [WITNESS #2] advised Jamirah then ran into the yard just swinging her arms instigating the fight. Once Jamirah started swinging her arms the other females then ran up and started fighting [VICTIM #2] and [VICTIM #1].

After speaking with [WITNESS #2], [WITNESS #1], [VICTIM #2], and [VICTIM #1] myself and Sgt. Lummus went to [100 BLOCK] Anne St to located Jamari. [WITNESS #2] advised Jamari might be inside a white GMC with no tag or inside the house if residence allowed him to come in and hide.

Upon arriving on scene at [100 BLOCK] Anne St there was no white GMC in the front yard. While shining my flashlight inside the vehicles, Sgt. Lummus advised he was going to check the back of the dwelling. Sgt. Lummus advised a white GMC was parked behind the house and made contact with Jamari on the driver side, sitting in the middle of the back seats.

I walked to the passenger side in case Jamari attempted to exit the vehicle and run. I asked Jamari about the incident from earlier and he stated [VICTIM #2] and [VICTIM #1] jumped him so he came back to [100 BLOCK] Anne St and called his aunt. After he called his aunt; his aunt brought his cousin, two other females, and a male.

A picture was taken of Amiria left eye due to the eye lid being cut and the white part of the eye was red from blood which will be attached to the report.

Jamari was handcuffed behind his back with the handcuffs checked for proper fit and double locked. Jamari was pat searched for contraband before being placed in the back seat of my patrol car. The back seat of my patrol car was checked for contraband prior to and after transporting Jamari to Spalding County Detention. Jamari was turned over to Spalding County Detention Staff.

After leaving Spalding County Detention, Dispatch advised Booking requested for me to give them a call. I called Booking Lt. Cain to which she advised medical stated Amiria needed to go to the emergency room to be cleared of her injury to her left eye. I went to Spalding County Detention and placed Amiria in handcuffs with the handcuffs checked for proper fit and double locked.

Once I arrived at Spalding Regional Hospital, Amiria was checked in by the charge nurse and taken to a room. The doctor came in and asked Amiria how her eye got cut. Amiria advised a grown man hit her while fighting. The doctor advised of stitching her eye lid and having a CT Scan done to make sure there was no other damage to her eye.

I called Lt. Storey in regards to what the doctor stated. After getting off the phone with Lt. Storey the nurse behind the desk advised it would be about two hours or longer to have the CT Scan read due to CT Scans are out source to other Radiologists to read the CT Scan. Amiria was advised she will be released from my custody but there would be warrants for her arrest.

My body worn camera was active during this incident and while at Spalding Regional Hospital.

Jamari Armstrong (B/M-04) was arrested for Simple Battery, Disorderly Conduct, and Cruelty to Children 1st Degree Warrant numbers: 23-EW-002889, 23-EW-002890,23-EW-002891

Florence Willis (B/F-80) was arrested for Simple Battery, Disorderly Conduct, and Cruelty to Children 1st Degree (2 Counts) Warrant numbers: 23-EW-002892, 23-EW-002893, 23-EW-002894

Amiria Willis (B/F-99) has warrants for Simple Battery, Disorderly Conduct, and Cruelty to Children 1st Degree (2 Counts) Warrant numbers: 23-EW-002896, 23-EW-002897, 23-EW-002898,

Jacaria Wilkins (B/F-99) was arrested for Simple Battery, Disorderly Conduct, and Cruelty to Children 1st Degree (2 Count) Warrant numbers: 23-EW-002899, 23-EW-002900, 23-EW-002901

Jamirah Wyche (B/F -96) was arrested for Disorderly Conduct. Warrant number: 23-EW-002895 Judge W. Shannon is the presiding judge to sign the warrants.
