On 5-26-23, I, Sgt. J. Kelton was dispatched to [200 BLOCK] Kentucky Ave in reference to a subject armed with a knife miking threats. Before my arrival MPO. M. Betsill arrived on scene and witnessed a female run into the apartment at [200 BLOCK] Kentucky Ave with a knife.

Upon my arrival I met with Ms. [VICTIM #1] who stated that a Ms. Jasmine Strode came to her apartment with a knife after Ms. [VICTIM #1] asked her when she was going to pay rent due to it being late. She stated that Ms. Stroude was very upset and told her she was going to kill her. MS. Stroude came towards her with the knife and Ms. [VICTIM #1] ran into her apartment and called 911.

Ms. Stroude then took the knife and started stabbing the tires to Mr. [VICTIM #2] vehicle causing to tires to go flat. Ms. [VICTIM #1] stated that while she was stabbing the tires she was yelling at Ms. [VICTIM #1] saying this is going to be you.

MPO. M. Betsill attempted to make contact with Ms. Stroude at the apartment but was not able to get any answer. CID Inv. Carnegie met with Judge Sam Parks and signed a search warrant for the residence to enter within and take Ms. Stroud into custody.

After the search warrant was signed, I knocked on the door announcing that it was the Griffin Police Department and that she needed to come to the door. I verbally stated that I had a search warrant and I would make entry if she did not come to the door.

I waited for a response but did not get one. I then repeated this a second time after wards waiting for a response which I did not get one. At that point forced entry was made into the residence at the front door. We made entry into the home and was able to take Ms. Stroud into custody with out further incident.

Ms. Stroude suffered an injury to her finger from slicing the tires. EMS was started to the scene. Once they arrived Ms. Stroude refused treatment from them. Ms. Stroude was placed in double locked handcuffs behind her back which were checked for proper fit. She was then placed in the rear of unit 1221 which was searched before and after transport. She was then transported to Spalding County Jail.

The knife used in the incident was recovered by Crime Scene Tech Ofc. Kerlin. The item was photographed in place and then recovered. Ofc. Kerlin placed the item into evidence locker for safe keeping.

Ms. Stroude is being charged as follows:

  1. Aggravated Assault OCGA (16-5-21)
  2. Criminal Trespass Damage OCGA (16-7-21)

A search warrant return will be completed and arrest warrants was secured on 5-26-2023. The warrants were signed by Judge Shannon.
